Introduction
The University of Waterloo is seeking expression of interest submissions from qualified General Contractors, Mechanical Contractors and Electrical Contractors for the construction works associated with: an addition to the existing Columbia Ice Field Athletic Centre. The work is at 250 Columbia St. W, Waterloo. Responses will be used by University of Waterloo to pre-qualify firms for subsequent invitations to bid for the construction works associated with the Facility.
The work consists of additions to the CIF Athletic Centre and Sports Fields.
The addition is a single storey indoor sports field of approximately 70,000 sq ft. of space with minor interior renovations of existing space. The construction type is structural steel with precast concrete cladding.
The project will require some phasing to accommodate the existing operations within the adjacent building and exterior sports fields. The cost of construction of the Facility is in the order of $14,500,000.00.
General Instructions
In order to be deemed a compliant response Contractors must provide all of the information requested, e-mailed in PDF format to MERX.
Responses must clearly labeled: “University of Waterloo CIF Field House Addition – Expression of Interest (General Contractor or Mechanical Contractor or Electrical Contractor)”. Responses must be time received no later than 10:00:00 a.m. E.S.T., August 14, 2017.
Receipt time and date will be assigned by the MERX computer system when documents are uploaded. Neither WalterFedy, nor the University of Waterloo will be responsible for computer malfunctions, uploading delays or technical difficulties using the MERX System
Responses that are received after the prescribed time will not be considered.

Content of Expression of Interest Responses
University of Waterloo intends to pre-qualify only those Contractors which it determines, in its sole and absolute discretion, are qualified and suitable for the construction of the Facility. The University will prequalify a maximum of 8 General Contractors.
- Interested Construction Managers are instructed to use CCDC 11 – 1996 (R2006) Contractor’s Qualification Statement and must submit the items noted below. Prequalification will be based on CCDC 11 as well as demonstrated managerial, scheduling, and safety experience of this type and size of work. Request for bids will only be issued to pre-qualified Construction Managers.
- A letter clearly stating the intent to be pre-qualified for the project.
- A description of the firm, including but not limited to, relevant project experience (size/complexity), proposed staff experience, office location, years in business and annual work volume)
- A completed CCDC Document No. 11 – 1996 (R2006) Contractor’s Qualification Statement.
- A letter authorizing University of Waterloo to obtain a written credit reference from their bank.
- CAD-7 Certificate as issued by the Workplace Safety Insurance Board (W.S.I.B.) indicating injury frequency in the past 5 years.
- A roster of Company Managers, including resumes of Senior Manager proposed and the team to be assigned to this project, including the Project Manager, and Site Manager and state that the same team will be specified in the bid if pre-qualified. (Resumes to be max 1 page per person)
- In addition to the CCDC 11 Document, submit project descriptions of similar projects (2 page limit for similar work). Also provide a minimum of 3 client references for Post-Secondary Education projects recently completed and 2 consultant references for projects recently completed. Submission of a response to this expression of interest request constitutes acknowledgement that we may contact any of the owners or consultants referenced in the response.
- Other information, in the form of an appendix, which would assist in determining the suitability of the proponent. i.e. Environmental, Health and Safety program, and Quality Management program, (3 page limit)
- Interested Mechanical and Electrical Sub-Contractors are also instructed to use CCDC 11 – 1996 (R2006) Contractor’s Qualification Statement. Prequalification will be based on CCDC 11 as well as demonstrated managerial, scheduling, and safety capabilities. Mechanical and Electrical Sub-Contractors with qualifications and/or similar experience interested in being pre-qualified to bid for this project must submit items 1) through 8) listed above.
University of Waterloo reserves the right to accept or reject any or all submissions. No other General Contractors or Mechanical or Electrical Sub-Contractors will be permitted to submit bids for the above noted projects once the pre-qualification stage is complete.
