Description

Tsleil-Waututh Nation (TWN) invites submissions for prequalification of general contractors for the construction the TWN Community Subdivision project.

The works include, but are not limited to following:

Supply and installation of watermain, sanitary sewer and storm sewer
Shallow utility pre-ducting for BC Hydro, Telus, and Fortis conduit
Earthworks and site grading, including import embankment fill and common excavation (offsite disposal)
Road, sidewalk and multi-purpose path construction
Road and utility extensions across George Creek and Thomas Creek, including culvert, headwall installation, creek bypass and implementation of erosion and sediment control measures
Stormwater detention facility installation, including outfalls to existing creeks
Supply and installation of ornamental streetlights

The site is currently undeveloped. Clearing and grubbing may be required. If required, contractors will be required to comply with and execute an Environmental Management Plan (EMP).

TWN, in consultation with Urban Systems Ltd., will evaluate the prequalification submissions based upon the criteria outlined in this document. Prequalified firms will then be invited to participate in a subsequent, competitive tender process. Please note that the final list of prequalified firms may include all those firms responding to this invitation or may be a subset of those firms, depending upon the outcome of the evaluation process.

Prequalified firms will be invited to submit competitive bids for one (1) to three (3) tender packages for this project. The first package is scheduled to be released during the latter half of August 2018. Construction works for the first package are to be completed by the Fall of 2019. A specific date for Substantial Completion will be identified in the tender documents. Qualified proponents submitting formal tenders will be required to retain the superintendent and key personnel identified in the prequalification submission.
