TVO is Ontario's public educational media organization and a trusted source of interactive educational content that informs, inspires, and stimulates curiosity and thought, empowering people to be engaged citizens of Ontario through educational media. TVO currently operates 9 full power ATSC over-the-air transmitters across Ontario and has must-carry status on the basic tier of cable and DTH satellite distributors in its home province. Distribution of TVO as a distant signal outside Ontario is subject to negotiated terms with Canadian broadcast distribution undertakings.

TVO currently operates 9 full power ATSC over-the-air transmitters across Ontario and has must-carry status on the basic tier of cable and DTH satellite distributors in its home province. Distribution of TVO as a distant signal outside Ontario is subject to negotiated terms with Canadian broadcast distribution undertakings.
TVO would procure satellite transport services that include uplink, encoding, encryption, space segment at a fixed bit rate (or nominal bit rate if statistical multi-plexing is employed), and authorization services for the satellite receivers/decoders. The bit rate for the signal would be determined in consultation with TVO. TVO would pay a fee to deliver the signal, but no fees would be paid by TVO or terrestrial BDUs to receive the signal. TVO would purchase the satellite receivers required for its transmitter sites and confidence monitoring, and terrestrial BDUs would purchase receivers to suit their needs.
