SUMBISSION REQUIREMENTS

Submissions shall only be accepted electronically via the MERX Portal. Submissions submitted in any other manner shall be found non-compliant and disqualified.
If during the preparation of their Submission, the Bidder desires to make a change which requires correction, alteration or erasure to any information previously entered in a designated section of the Submission by the Bidder, documents that have been uploaded to the MERX Portal may be added, removed and/or re-submitted as often as required at any time, prior to Closing.

Information contained in the most recent Submission submitted via the MERX Portal and received prior to the Closing will take precedence over the information contained in previously received Submissions from the Bidder.
The Bidder may withdraw a Submission at any time prior to the Closing specified by logging into www.merx.com.

GOAL

The Toronto Police Service is issuing this quotation on behalf of the Police Cooperative Purchasing Group (PCPG) to obtain vendor to supply and deliver police motorcycles.

NON-EXCLUSIVITY

The awarding of a contract to a contractor shall not be a guarantee of exclusivity.

TERM OF CONTRACT

The term of this Contract shall commence upon award and expire December 31, 2018.

TPS reserves the right to renew for an additional two (2) one-year periods based on the same terms and conditions, including pricing. This renewal is contingent upon continued need, budget approval, acceptable performance and Board approval if applicable.

PIGGYBACK (if applicable)

The TPS may, upon request, permit other publicly funded organizations within the City of Toronto and the Police Cooperative Purchasing Group (PCPG) to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms and conditions of this Bid to other government agencies, if the Bidder becomes the Contractor. The Contractor agrees to this provision, participating agencies may enter into a Contract with the Contractor for the purchase of the Goods described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and conditions may be negotiated by participating agencies. Please note: copies of the Contractors submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

POLICE COOPERATIVE PURCHASING GROUP (PCPG)

The PCPG is open to all police agencies in the Province of Ontario interested in seeking volume discounts in the acquisition of police-related products or services, and sharing information regarding police-related goods and services.

Prior to submitting a bid, it is of significant importance that all potential bidders be advised of the following:

This bid is being called by the TPS as the Lead Agency on behalf of the PCPG Members and for the purposes of this bid, the TPS is the legal entity facilitating and preparing this bid document. It must be clearly understood that by submitting a bid in accordance with this document, the respective bidder is agreeing that other interested PCPG Members may review the respondent’s bid document. If PCPG Members choose to participate with this contract, then each participating member will issue its own contract or purchase order, terms and conditions including delivery location(s) invoicing, terms of payments and contact(s).
