ROLE DESCRIPTION
This engagement is for a project manager to work with a dedicated team to lead multiple projects that fall within a broader TPS transformation change initiative entitled 2017 Action Plan: The Way Forward. This transformation agenda will modernize the TPS through a series of recommendations endorsed by the TPSB, and is the largest change initiative in the history of the TPS. It has multiple concurrent projects with separate timelines, involving virtually every area of operation and an unprecedented range of personnel. It will redesign the organizational structure, culture, training, functions and operations of the TPS from every perspective. Areas of inquiry for the transformation agenda have been described in the above section about the TTF.

The successful candidate will possess leadership skills and the ability to work cohesively with project teams. Acumen for project management, change management, and process improvement is essential. Exceptional organizational, interpersonal, innovative thinking, and communication skills are key, and the successful candidate will be responsible for supporting multi-disciplinary project teams through the phases of the project life cycle, while providing coaching, motivation, and guidance.

Description of the initiative/objectives:
The successful candidate will be responsible for providing support, guidance and innovative management and coordination within the Toronto Police Service Strategy Management (STM) Unit.

The successful candidate will also be responsible for supporting designated project teams and assuming the day-to-day planning and management of multiple modernization projects, including the selection of methodologies, techniques and tools appropriate to the projects and its deliverables/outputs.

Mandatory Requirements
Education, Training, Certifications or Designations

Possess an undergraduate degree in a relevant field;
Possess Project Management Professional (PMP) designation;

Experience

Have a minimum of 5 years of experience leading projects in complex and transformative change environments;
Have a minimum of 2-3 years’ experience in financial analysis and reporting in a relevant field;
Have been the project manager in at least two business re-engineering transformative change projects as described above in organizations of a similar size as the Toronto Police Service in the last ten years, with one having been completed in the Canadian public sector;Note: The applicant must show that this involved multiple projects with various team leads from different aspects of the business including (but not limited to) finance, human resources, operations, culture, communications, and training.

Strong process management/improvement skills with a mindset for continuous improvement;
Be proficient in Microsoft Office suite – Word, Excel, Visio, PowerPoint; and
Be proficient in project management software (specify).

Term of Engagement
The term of the contract is one year, commencing on or around Thursday January 11th, 2018 pending security background checks. The TPS reserves the right to extend the contract for two additional six (6) month terms.

Responses are to be submitted in a sealed envelope (courtesy label included), which includes the prescribed form(s) as instructed to be delivered to Purchasing Services, 2nd Floor, 40 College Street, Toronto, Ontario M5G 2J3, prior to 1:00:00 P.M. LOCAL TIME (as per time clock located at Duty Desk, main floor) on Friday December 1st, 2017.

Responses are invited from Staffing Agencies and/or Consultants for the following temporary position: Project Manager – with Financial Management Skill (contract).
