Request for Pre-Qualification (RFPQ) # 2023-01
The Toronto Police Service (TPS) invites experienced firms to submit Proposals to be selected as Prequalified Vendors for Information Technology Professional Services (RFPQ) that are able to bid on various Requests for Services (RFS) to supply information technology resources for temporary contracted assignments and recruiting services for permanent positions on an as needed basis and further described in this RFPQ.
Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. on Monday February 13, 2023.
Term of the Contract
The term of the contract is for two (2) years commencing on or around June 1st, 2023, after Board approval for a period of two (2) years with the option to extend for two (2) additional one (1) year extensions.
The Vendor(s) shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPS.
Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.
Piggyback (if applicable)
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFPQ. Proponents are requested to indicate on Appendix J if they will extend the terms and conditions of this Proposal to other Public Bodies, if the Proponent becomes the Vendor. If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and/or Services described herein based on the terms, and conditions. Minor changes in terms and conditions may be negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Non-Exclusivity
The awarding of a Contract to a Vendor shall not be a guarantee of exclusivity.
