Description
TPS is accepting submissions for the RFQ # 1519242 - 22 for Supply and Delivery of Assorted Bicycle Equipment for Toronto Police Service (TPS) and participating Police Cooperative Purchasing Group (PCPG) members.
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Friday July 22, 2022 as per the electronic bid clock identified on MERX.
Submission Requirements
Bids must only be submitted through the MERX Electronic Bid Submission (“EBS”) System (www.merx.com). Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
This RFQ, issued by the TPS, is to obtain a Vendor of Record (VOR) for the provision of Assorted Bicycle Equipment. Bidders submitting quotations shall have completed work similar in type and scope or shall be able to refer to specific work of a comparable nature. Bidders must submit cost prices for Assorted Bicycle Equipment according to detailed requirements in Submission Forms outlined in the RFQ document.

Contract Term
The term of this Contract is for a 1 (one) year period commencing upon awarding the Contract with an option to renew for an additional three 1-year period based on performance and other indicators.

POLICE COOPERATIVE PURCHASING GROUP (PCPG)
This Bid is being called by the TPS as the Lead Agency on behalf of the PCPG Members and for the purposes of this Bid, the TPS is the legal entity facilitating and preparing this Bid document. It must be clearly understood that by submitting a Bid in accordance with this document, the respective Bidder is agreeing that interested PCPG Members may review the respondent’s Bid document. If PCPG Members choose to participate with this contract, then each participating member will issue its own contract or purchase order, including delivery location(s) invoicing, terms of payments and contact(s).
The following PCPG members have indicated an interest in participating in this agreement, at the time when issued:
Hamilton Police Service, Toronto Police Service, Waterloo Regional Police Service, Durham Regional Police, London Regopnal Police, York Regional Police. Other PCPG members may also choose to participate after the contract is awarded, if Bidder confirms to extend Contract Prices to other PCPG members in Price Submission Form under Table 1.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
PIGGYBACK
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, maybe negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
