Description

1.0 Request for Information - Introduction

This Request for Information (“RFI”) is issued by Thunder Bay Regional Health Sciences Centre (“TBRHSC”) for the purposes of gathering information about the marketplace regarding the availability and functionality of hospital “Vendor Managed Inventory” (VMI) services and systems in order to assist it in the determination of future purchasing and program decisions and options. Respondents are asked to respond to Thunder Bay Regional Health Sciences Centre and provide the information requested below.

TBRHSC is interested in receiving information from respondents in regard to VMI services and systems available in the following for hospital operations:

Operating Room (Operating Theatre)
Cardiac Catheterization Lab or “Cath Lab”
Endoscopy Unit
Neonatal Intensive Care Unit

2.0        Background Information

Thunder Bay Regional Health Sciences Centre has a Mission to deliver a quality patient experience in an academic health care environment that is responsive to the needs of the population of Northwestern Ontario. We are a recognized leader in Patient and Family Centered Care.
Our world-class acute care facility with 375 beds serves the people of Thunder Bay and Northwestern Ontario. Our region has a population of over 250,000 residents scattered over a geographical area the size of France.
We offer an expansive range of specialist services, and are designated as an academic health sciences centre. Our facility also houses the region’s only Cyclotron and Radiopharmacy and soon will be capable of producing medical isotopes for clinical use.
As a teaching hospital, we are proudly affiliated with Lakehead University and Confederation College and are a host training facility for students from the Northern Ontario School of Medicine, as well as other Medical Schools.
Our research arm, the Thunder Bay Regional Health Research Institute,our Scientists, Physicians and Clinical Research have also made us one of the Top 40 Research Hospitals in Canada.
Our facility has gained a worldwide reputation for its award-winning, innovative design. Situated on a landscaped site of nearly 70 acres, our hospital was architecturally designed to provide a more inviting and less stressful atmosphere for patients, visitors, and staff. Thanks to support from our Health Sciences Foundation, leading-edge technology and equipment enhances patient care.
We are one of the largest employers in Thunder Bay with nearly 2,800 staff and physicians, 500 volunteers and 100 Patient Family Advisors. The annual operating budget is more than $300 million.

3.0        Information Requested

Respondents are asked to provide the following information:

a.         a brief description of the respondent,

b.         describe in detail the Vendor Managed Inventory services the respondent provides specific to hospital operations, speaking to the following matters:
1. comprehensive VMI services including the supply of the inventory (including consignment inventory),software and information technology systems that manage the inventory, RFDI inventory tracking systems, inventory management processes & controls including ordering distribution, inventory reconciliation, backorder management, inventory cabinet dispensing systems & equipment and so on. Provide a flowchart describing the systems and processes.

2. if the respondent only provides VMI software / systems and not the other inventory management services in item 1.above describe the VMI systems / software.

c.         does the respondent provide VMI services for its own products or the products of multiple manufactures, provide details:

d.         does the respondent provide VMI services for consignment supplies, describe:

e.         what software, system or programs does the respondent provide or use in performing the VMI services, describe the software, system pr programs;

f.          provide a list of other hospitals that the respondent provides VMI services to and describe those VMI services provided:
