This Request for Proposal (RFP) is an invitation by the Toronto Police Service (TPS) to prospective and qualified Proponents to submit proposals for a Traffic Services and Parking Enforcement Solution, as further described in this RFP.
The TPS will accept submissions for either a Solution with a delivery method of on TPS premise (On-Premise) or Software as a Service (Cloud). Proponents can submit either type of delivery method. If a Proponent submits to both types of delivery methods, two (2) separate complete submissions clearly labeled as Cloud or On-Premise will need to be submitted.
Proposal Submission Requirements
Proposals Must be submitted through the MERX Electronic Bid Submission (“EBS”) System (www.merx.com).

Your proposal submission shall be taken as your statement that you understand the requirements and agree to comply with the requirements and any supplementary terms and conditions, or addenda stated in the proposal documents.
Your proposal submission confirms that you have checked and confirmed your pricing and by signing the proposal submission forms, you agree that you have not omitted any items from your proposal and you will be bound by law to supply the services as specified at the prices proposed.
Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Wednesday March 12, 2025.
Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Proponents review the MERX EBS instructions well in advance of the closing date and allow sufficient time before the closing date to upload documents and finalize their submissions. Proponents making submissions near the deadline do so at their own risk.
The determination of whether the proposal is delivered by the closing date shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.
Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Late submissions are not permitted and any proposals submitted after the closing date and time as per the clock of the MERX EBS System will be rejected.
Objective
The TPS is seeking a Vendor to deliver a comprehensive enforcement Solution that will:
- Streamline parking enforcement operations through:
- Digitization;
- Automation; and
- Real-time data processing.
- Enhance system interoperability by integrating with Canadian Police Information Center (CPIC), Ministry of Transportation;(MTO), and other records management platforms;
- Expand device compatibility to ensure seamless operation across web-based platforms, mobile devices, and enforcement hardware;
- Provide real-time bilateral data transfer capabilities to improve coordination with internal units and external partners; and
- Ensure compliance with industry standards and regulatory requirements, including AODA accessibility standards.
Vendors are expected to outline a technology roadmap demonstrating how their Solution will address these objectives, support the modernization of parking enforcement, and enhance long-term operational capabilities through innovation and scalability.
The Solution is expected to provide, but not limited to:
- Utilize application programming interfaces Application Programming Interface (APIs) that allow for the Solution to interact and have a two-way exchange of information with various systems (i.e. Parking violations, Towing data, City Permit data, CPIC, MTO, Genetec Citigraf, Records Management System, etc.);
- An EPS e-ticketing Solution to issue and manage parking violations, including:
- The ability to electronically print and transmit a parking violation;
- Towing data in real time to the backend system;
- Capture and store photos/images of illegally parked vehicles;
- Transmit stored data to the City on scheduled intervals and in a pre-defined format that meet the ingestion needs of our partners (refer to Appendix I- Interface Data Views For Electronic Parking System);
- Real-time pop-up alerts to the enforcement officer once a plate is entered for validation. The alerts are to:
- Derive from the information stored in the database and payments made for on-street parking spaces in real-time.
- Various city permits validations;
- Vehicle alerts;
- Stolen vehicle alerts;
- Repeat offender alerts;
- The ability to set up entities external to the TPS to issue parking violations:
- For example: Municipal Law Enforcement Officers (MLEOs) are authorized by the TPS to issue parking violations on their respective and approved properties;
- The ability to receive parking violation information from entities external to TPS (i.e. MLEOs, Toronto Parking Authority (TPA)) and provide parking violation information from all entities to the City, utilizing APIs.
- A Vehicle Impound Program (VIP) to manage vehicles towed by tow companies under contract with the TPS and the TPS internal tow providers, including:
- Auditing;
- Archiving;
- Vehicle tracking;
- Day-to-day inventory management capabilities;
- Reporting on current inventory;
- By-law infractions;
- Direct tow requests to contract tow operators by frontline Police Officers, Dispatchers, Pound Officers, and PEOs that require a tow truck;
- Ad-hoc requests; and
- The bi-directional instant and recorded messaging capability for PEOs, Police Dispatchers, Pound Officers or administrators to communicate with all tow operators on:
- Cancellations;
- Estimated time arrivals; and
- Any other relevant communications.
- The ability to assign and remove security access to contracted tow company staff members.
- ALPR capability, compatible with both mobile and fixed cameras. To effectively identify parking violations, capture images, and generate parking violation notices.
Term of the Contract
The initial Agreement (as attached in Appendix R – Agreement Terms and Conditions) term shall be five (5) years, commencing after the successful completion of security background checks of assigned Vendor personnel and TPS approvals.
The TPS reserves the right to an option to renew for four (4) additional one (1) year term periods.
Notwithstanding the above noted, the termination provisions shall be set forth in the Appendix R.
The Vendor(s) shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPS
Piggyback (if applicable)
The TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the Proponent is selected.
If the Vendor agrees to this provision, participating agencies may enter into a contract with the Vendor for the purchase of goods and services described herein based on the terms, conditions, prices, and percentages offered by the Proponent. Minor changes in terms and conditions may be negotiated by participating agencies.
Please note: copies of the Proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Non-Exclusivity
The awarding of an agreement to a Vendor shall not be a guarantee of exclusivity.
The TPS shall not be entering into any partnership, profit-sharing, revenue sharing, royalty agreement or any similar agreement with the Vendor. The Vendor, its subcontractors or consultants shall not be entitled to any share of profits, revenue or to any bonus or to participate in any share incentive scheme or similar arrangement under the Agreement. No pensions, retiring allowances or other benefits are or will be payable by the TPS to the Vendor, Subcontractor or its consultants.
