THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter the: “Owner”) invites you to submit a proposal for Contract No 80524 Consulting services upon request, Biological monitoring and supervision of the Corporation’s compensation projects (2025-2028) (hereafter the: “Contract”).
This Contract generally consists in providing professional services upon request in 2025-2026, 2026‑2027 and 2027‑2028, to conduct biological monitoring of development sites established to compensate fish habitat resulting from the Owner’s Construction work, as well as the design or supervision of work related to these sites.
Due to the magnitude of the anticipated services required, the Owner intends to entrust the execution of this Contract to three (3) separate consultants.
At the Owner’s sole discretion, this Contract may be amended or extended four (4) times to include the services to be performed upon request in 2028-2029 (Owner’s Option 1), 2029-2030 (Owner’s Option 2), 2030-2031 (Owner’s Option 3) and 2031-2032 (Owner’s Option 4).
If requested, the annual minimum fee for Cognibox membership is $800 before taxes.
This Contract is covered by Chapter 5 Government Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement / Canada-United Kingdom Trade Continuity Agreement.
Procurement strategy: proposal that represents the best overall value.
The submission of a proposal constitutes an assertion that the Consultant has read all Request for Proposal Documents and agrees to the conditions therein set forth. To do so, the Consultant shall fill the Section 4 Technical Offer and Section 5 Financial Offer forms as outlined in Section 2 Instructions to consultants and transmit them in two (2) separate files named “Technical Offer” and “Financial Offer” no later than February 18, 2025 at 3:00 p.m., Eastern Standard/Daylight Time by email at offres@pjcci.ca.
No proposal or part thereof transmitted by fax, mail or any other means will be accepted nor if it is received after the closing date and time. The time and date of receipt of the proposal will be deemed to be the date and time indicated on the email transmitted to the Owner.
A proposal transmitted before the closing date and time may be withdrawn or replaced before the closing.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
