NOTICE TO CONSULTANTS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 62753 / Quebec Bridge, Asset Management Consultant services, annual inspections, load-bearing capacity studies, diagnosis, master plan and other related services (2025-2030), (hereafter referred to as « Contract »).
A firm that has participated in the inspection contract may not submit a proposal or act as a subcontractor under the contract for the design of the Construction Work and the contract for the supervision of said work.
A firm that has participated in any phase of the design of the Construction Work may not submit a proposal or act as a subcontractor under the contract for the supervision of said work and under the inspection contract.

If requested, the annual minimum fee for Cognibox membership is $800 before taxes.
The Request for Proposal Documents for Contract No 62753 are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $70.00 per request for proposals for downloading the Request for Proposal Documents including the addendum automatic email delivery.
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents including the addendum automatic email delivery.
The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
Procurement strategy: proposal that represents the best overall value.
The deadline for the receipt of proposals is Thursday, 19th of Decembre 2024, at 3:00 p.m.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government procurement of the Comprehensive Economic and Trade Agreement.
Please fill the “Technical Offer” (Section 4) and “Financial Offer” (Section 5) forms as outlined in the “Instructions to Consultants” (Section 2).
Please return the Technical Offer form and of the Financial Offer form in two (2) separate files, named “Technical Offer” and “Financial Offer” to the email address below, which is the only address for the receipt of proposals: offres@pjcci.ca
Office hours: Monday to Friday from 8:15 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m.
No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated on the email transmitted to the Owner.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
