CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Standing Offer (“RFSO)

1. SUMMARY OF REQUIRED GOODS/SERVICES:
This RFSO aims to find qualified suppliers with consulting experience to assist the Property Asset Management (PAM) team in evaluating CBC/Radio-Canada’s site operating systems. The following categories are referred to as service categories:

Consultant on Operational Volume of Work

Subject Matter Expertise - Property Condition & Specialist, Mechanical & Electrical Review

Subject Matter Expert - Property electrical infrastructure strategic advisory to support CBC/Radio-Canada’s transition to electric vehicle fleet

CBC/Radio-Canada is looking for partners who will help us maintain, define, and design initiatives that address our evolving operational needs. We seek expertise in areas such as building automation, HVAC, and mechanical and electrical systems to optimize energy performance and manage property assets effectively. Partners must be adaptable and capable of providing innovative solutions that align with the diverse requirements of our organization, ensuring maximum impact and efficiency in achieving our goals.
The CBC/Radio-Canada Property Asset Management team also requires such consulting services as a means to find possible solutions and implement corrective measures. Corrective measures would remain unknown or undefined until feedback is provided by a Consultant. The situation would then be addressed based on the Consultant's report, forming part of the PAM team's due diligence when managing CBC/RC real estate assets.
2. MANDATORY REQUIREMENTS:
There are no Mandatory requirements to obtain access to the RFSO documents, nonetheless, the Proponent must ensure that they have the necessary skilled resources that can provide consulting services for a large scale property for the following service categories:

Operational Volume of Work
Subject Matter Expertise - Property Condition & Specialist, Mechanical & Electrical Review
SME in Electrical Infrastructure / EV Charging

3. TO OBTAIN THE RFSO DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFSO documents through MERX. Determine your eligibility to participate based on the description/objective statement for the RFSO.
To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents. It is the sole responsibility of the Supplier to obtain the documents through Merx.
4. COMMUNICATION WITH CBC/RADIO-CANADA

Any contact with CBC/Radio-Canada prior to obtaining the RFSO documentation must be undertaken by e-mail only, addressed, only, to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSO must state the RFSO reference number (RFSO # RE20241003 ) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSO documents. If so, or if there is any doubt about the meaning of any part of this RFSO, must submit their questions through MERX no later than the date specified in the Main Document PART I: INTRODUCTION, Table 1: Critical Dates in the RFSO Process of the main document.

CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than March.12th at 8:00:00 pm, Eastern Time.
The Supplier has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
