Description

To more effectively and efficiently deliver on its mandate, Enterprise Change (IESO’s centralized project delivery function) is looking to replace its current Project Portfolio Management (PPM) tools with a new integrated solution that interfaces with IESO’s existing human resource, finance and time reporting systems and supports the following business functions:

Strategic Portfolio Management;
Integrated program / project planning and delivery;
Cost / budget management; and
Resource management (resource capacity, resource demand and resource leveling) for all enterprise resources.

With this RFP, the IESO is seeking a Service Provider that will provide the following services and solution deliverables:

A new software solution to replace the existing project portfolio management solution (the “Solution”);
Hosting of the Solution in the Service Provider’s data centres;
Professional services to transition from its current Project Portfolio Management solution to the Solution, including integration with other IESO solutions;
Software licensing and maintenance and support for any commercial off-the-shelf (COTS) products leveraged in the Solution; and
Ongoing solution support services following go-live.

As indicated in Section 4.3 of the RFP:

A Proponent must submit its Proposal in either Microsoft Word or searchable .PDF format through the Bidding System only.

Proponents should submit and upload separate electronic files as set out below:
Part 1 – Technical Submission. This includes the information requested in Appendix B related to the Technical Submission and includes any Mandatory Requirements.
Part 2 – Supplier Diversity Submission. This includes the information requested in Appendix B related to the Supplier Diversity criteria.
Part 3 – Supporting Materials. This includes the following appendices other than pricing: Appendix A (Registration Form), and Appendix D (Terms & Conditions of Agreement).
