Description

Government of Manitoba is requesting vendors to complete an Animal Disease Response Framework for Manitoba. This framework must be developed through a risk assessment to determine priority diseases informed by stakeholder consultations, a cross-jurisdictional scan, and a literature review of science/regulations. This will be developed by the chosen vendor with a steering committee assembled with the assistance of Manitoba’s Chief Veterinary Office (CVO).

Additional Bidding Instructions

As indicated in 1.5.3.1 of the RFP, please include the Governent of Manitoba submission form and the following other mandatory submission requirements:

Cover Letter (1 page)
Executive Summary (1 page) – A high level overview of the results of the RFP response.
Non-priced criteria (3 pages) – An explanation of how the Vendor meets each of the non-priced criteria indicated in section F.
Strategy to Meet Milestones (9 pages) – One page per milestone indicated in Appendix B (with one page only for milestones #9-14 – disease specific response plans) explaining how the Vendor will meet them.
Project Costs and Timeline Summary (2 pages) – Separate costs and timelines for Phase 1 and Phase 2.
About Us (2 pages) – A description of the organization and individuals that will be working on the project. CVs will not count towards the page count. If a subcontractor is required, all details of capacity and capabilities of the subcontractor and CVs of subcontracted staff must be provided for review as part of the submission.
