PCL/ED, a Joint Venture, acting as the Construction Manager (CM), is inviting Proponents to submit their Statement of Qualifications to pre-qualify to bid on the Heritage Leaded Glass portions of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario.
This prequalification process is the first phase of a two-phase procurement process; the second phase is the tendering process. During the Tendering Phase, the prequalified Proponents will be invited to prepare and to submit Stipulated Price Tenders for this Work. The Successful Proponent will be required to enter into a Stipulated Price (or Unit Price based on SOW) Subcontract with the CM.
This Request for Qualifications (RFQ) document sets out the requirements for the submission of the Proponent’s Statement of Qualifications (SOQ) and specifies the evaluation criteria and Proponent selection process for this phase.
The Scope of Services of this prequalification package is for the Heritage Leaded Glass Restoration, Conservation and Reinstatement at the Centre Block building. This comprises the cleaning, leading, glazing, and finishing of leaded glass windows. As part of the Centre Block Rehabilitation Project, we require a Subcontractor(s) who possesses the skills, experience and knowledge of the handling, restoration, and Reinstatement of heritage leaded glass windows, including the disassembly, cleaning, leading, puttying, refinishing, and fabrication of new leaded glass windows and historical reproductions suitable for use in rehabilitated heritage buildings. Proponents shall demonstrate how their experience will be beneficial to the project.
- This singular prequalification call will be for various packages including but not limited to the packages listed below.
- Heritage Leaded Glass Restoration and Conservation – Including the restoration of 123 leaded glass windows.
- Each window consists of 1-3 lancets and may also include tracery panels.
- Most glazing consists of clear textured glass, and two windows are machine-rolled yellow textured German cathedral glass.
- Restoration work will consist of cleaning, disassembly, replacement of lead with custom lead cames, replacement of broken and mis-matched glass with matching glazing, and puttying and buffing.
- Heritage Leaded Glass Reinstatement – This package is to consist of the reinstatement on site of 123 leaded glass windows.
- Each window consists of 1-3 lancets and may also include tracery panels.
- Windows are to be installed in either steel frames or stone reglets.
Qualified Subcontractors must be skilled and accomplished Heritage Leaded Glass Conservators/Restorers, capable of carefully restoring Heritage Leaded Glass with materials, techniques, and quality workmanship, following building conservation standards and guidelines, as specified. The Qualified Subcontractors will draw on their extensive experience with proven, conservation practices to safeguard the Heritage Leaded Glass Windows of Centre Block.
