As we are at the peak of our transformation journey, we are committed to maintaining robust IT systems, strong cybersecurity measures, and effective privacy practices to support our “HRPA Innovation & Health” pillar. Our goal is to create a modern and unified technology experience both internally (to drive operational excellence for our organization) and externally (to meet the growing needs of our members). To ensure we meet these goals, we require a comprehensive evaluation of our current solution and a plan to move forward with a digital-first approach that futureproofs our organization.
The selected consultant will be expected to:
1. Evaluate Current IT Systems
• Assess current technology infrastructure at HRPA (through current-state documentationreview, focus groups, interviews, etc.), conduct capability gap analysis (current state tofuture state), and identify future state capability needs across all departments.
• Assess whether the proper solutions are properly scaled to the needs and size of HRPA
• Identify any gaps or inefficiencies in the current IT infrastructure.
2. Assess Cybersecurity, Data Governance & Privacy Measures
• Review the current cybersecurity framework, policies, and procedures.
• Evaluate the effectiveness of recent cybersecurity improvements.
• Review and evaluate data governance, integrity, ownership and compliance.
• Identify potential vulnerabilities and risks.
3. Analyze IT System Improvements (2024)
• Review improvements made to IT systems in 2024 and assess the impact andeffectiveness of these improvements.
4. Develop a New Digital-first IT Strategy
• Design future-looking technology strategy that meets our unique needs as an associationwith an actionable roadmap to implement new technology infrastructure. The roadmap isto start in late 2025/early 2026.
• The recommended IT strategy and system improvements should be tailored to fit ourstrategic objectives, organizational structure, budget, and operational needs withoutintroducing unnecessary complexity or cost.
• Quantify the cost of the proposals for at least year 1 and year 2 (i.e., cost of designing thestrategy in year 1 and cost of implementing in year 1-2).
