FIN20250101 - CBC/Radio Canada 2025-2027 Hotel Program

CBC/Radio-Canada has commissioned CVENT to manage the Request for Standing Offer (RFSO) process for the CBC Hotel program for 2025-2026 and 2026-2027.
We have chosen to RFSO based on our present and evolving business needs. We are asking you to submit your best, competitive offer in your initial offer as we will be performing limited negotiations for the 2025 program.

The instructions and requirements are listed in this document.   All terms and conditions related to this process are outlined in the Main Document to be found in the “Documents & Items” section, which forms an integral part of the RFSO process. Proponents are required to review the main document thoroughly to ensure compliance and understanding of all requirements and guidelines.  All proponents must meet the following mandatory requirements:

Program Specifications

Mandatory requirements:

• Static Rate is mandatory.
• Single Rate is mandatory
• All rates must be Net/Non-commissionable
• No prepaid, deposit required, non refundable rates will be accepted.
• Distance from offices as per list in appendix A

• Last Room Availability (LRA) preferred and Non Last Room Availability (NLRA) acceptable
• Rates should be valid April 01, 2025 – March 31, 2026 & April 1, 2026- March 31, 2027
• CBC is requiring rates for two years and for the second year will accept no greater than a 2% increase from 2025/26 season to the 2026/27 season
• Rates shall be available to CBC/Radio-Canada contractors and/or consultants

• CBC/Radio-Canada requires that Canadian based hotels offer CBC/Radio-Canada four main television networks- television (2 National television Networks- English Network and French Television and two self-supporting specialty cable television, CBC Newsworld in English and Le Réseau de l'information (RDI) in French.  This mandatory requirement is only applicable to proposed properties below the 55 parallel. (please refer to global mapping to determine your hotel location.
• Hotels must have Sustainability Initiatives in place and justification must be provided in the sustainability section duly completed.

• Same day 16:00hrs cancellation
• HSIA Complimentary high-speed Internet access) or in-room wireless (WIFI)
• Two Seasons maximum per year
• Minimum number blackout periods per year. Blackout dates will be reopened for year two 2026-2027 at the time of loading year two rates.
  Maximum of 40 blackout dates over - 10 blackout periods allowed
• If breakfast is not a standard amenity for all guests, please do not include

• Complete all required modules of the Standard Hotel RFSO in the Lanyon platform
• Follow the Cvent instructions included on your invitation for file submissions

• Rate and Value offered are critical factors
• Percentage of Standard Rooms will be closely reviewed against total hotel inventory
• Minimum Stay Requirements and/or room night commitments will not be accepted.
• .Year Over Year (YOY) hotels with sufficient room nights who decrease rates and maintain YOY amenities and cancellation policy will be reviewed favourably and marked for acceptance in round one.

• DEADLINE: end of business day, Tuesday, February 11th 2025.
• Quote Last Room Availability (LRA) for all room types
• Rates valid and remain fixed for the entire program year of 2025/2026 and 2026/2027
• Once accepted, rates must be loaded into the Global Distribution System (GDS) within 7 business days of acceptance notification
• A rate audit will be conducted to ensure loading accuracy
