Description

A mandatory site visit is required for this Tender. Failure by any Bidder to attend the mandatory site visit may result in its Tender being disqualified or rejected. Bidders are to attend the site office at 111 Wellington Street, Ottawa, Ontario on a date which is still being finalized and will follow by Addendum. Bidders who submit a bid intent OR contact the CM by email will receive an email with additional details including date, time, mandatory PPE. Two (2) people may attend per bidder.

The scope of work described herein includes competent supervision and the supply of all labour, materials, supplies, products, tools, machinery, equipment, consumables, protective equipment and all other services and items necessary to carry out and conduct the same and ensure that it is fit for the purpose for which it is intended.
Complete the scope of work for the following sections of work inclusive of any requirement of scope indicated on drawings, specifications, or other documents included with or referenced herein.

Tender Specific Specifications

All plaster to be paint stripped and paint to be abated as per the Centre Block drawings and specifications included in Part C – Tender Package Documents of this Invitation to Bid. (The files are uploaded to Egnyte file repository, provided by the CM in a password protected link to Egnyte.) This specific scope of work, Paint Removal from Historic Plaster, is outlined in the Centre Block Site Instruction No. CBD-130-SIN-PG-N-01919_0 - Paint Stripping - 2024-09-20 (Refer to Part C – Tender Package Documents).

Additional Bidding Instructions

Bidders are to upload two documents, Part D – Envelope 1 – Technical Package and their IPP in PDF Format.

As set out in the Invitation to Bid, the Technical Portion is to be specific to the tender package, the Respondent’s proposed team, and the Respondent’s capacity for the specific tender package. The technical submission will be counted as 30% of the marking system this two-(2) envelope tender.
Evaluation Summary
The Tender Evaluation will be based on the highest responsive combined rating of technical merit and price. The ratio will be weighted as follows:

30% for Project Team (Envelope 1 – Part D – Appendix I - Technical Package Portion of this RFP), and
65% for the price (Envelope 2 – Part D - Tender Form (Appendix A – H) – Financial Package Portion of this RFP)
5% for the Mandatory Indigenous Participation Plan, refer to Part A – Item 55.
