This Request for Proposals (the “RFP”) is an invitation by the Saskatchewan Power Corporation (“SaskPower”) to prospective proponents to submit proposals for the provision of Coteau Creek Hyrdoelectric Station – Medical Services, as further described in the RFP Particulars (Appendix A) (the “ Services”).
SaskPower is a Saskatchewan Crown Corporation continued under The Power Corporation Act (Saskatchewan). It is principally responsible for the generation, transmission and distribution of electricity for most of Saskatchewan.
SaskPower has work scheduled until 2026 at Coteau Creek Hydroelectric Station, involving various mechanical, civil, and major electrical projects as part of the plant life extension and infrastructure upgrades. SaskPower requires a medic with a license to practice under the Saskatchewan College of Paramedics (SCOP) and shall have the minimum of Emergency Medical Responder (EMR) training to work with site supervision and various contractors. This medic will respond to medical emergencies and work with the project team to ensure work is performed safely and efficiently.
The construction project activities are considered high risk work. A consultant is required onsite who is trained as an Emergency Medical Responder, with a strong background in Emergency Medical Services and Industrial Construction. Onsite personnel must be experienced with construction sites, activities, and duties.
SaskPower also requires the Consultant to have Construction Safety Officer (“CSO”) training to carry out safety related duties, as listed in section 1 (Scope of Work) in the Technical Specifications. Site duties include being a strong resource for SaskPower policies, Occupational Heath and Safety Regulations, and attending the weekly safety walk to identify hazardous conditions for all contractors to ensure they are performed in a safe manner. The Consultant’s (Emergency Medical Services) personnel will attend contractor daily toolbox meetings and weekly safety meetings to become better informed with construction activities. SaskPower Work Observations will be done with SaskPower Site Engineers.
