The following is a general description of the scope of work for engineering design services. These
professional services may be provided by one company or by separate consultants as part of a
comprehensive project design team, supervised by an Engineer.
The intent of the project is to upgrade existing approach lighting systems for runway 13-31 at Regina
International Airport (YQR), as requested by National Aviation Council of Canada (NACC) and as part to
our RAA’s commitment to increase the efficiency of aircraft movements during landing and take-off. Below
are anticipated initial requirements as part of this RFP;
i. Complete design for upgrading ODALS to SSALSR system for runway 31.
a. De-commissioning ODALS infrastructure.
b. Installation of new SSALSR system.
c. Installation of a new constant current regulator.
d. Additional installation of approach steady lighting system.
e. Additional pavement of service road.
ii. Complete design for interleaving circuit for SSALR at Runway 13.
a. Installation of additional circuit for steady burning SSALSR.
b. Hydro vac/ excavation work for trenching pipe line.
c. Installation of a new constant current regulator.
MAIN RUNWAY 13-31 APPROACH LIGHTING IMPROVEMENTS AND REHABILITATION.
GENERAL REQUIREMENTS
a. All engineering and consulting services required to complete this project must be covered
within your response to this proposal.
b. The consultant/Engineer will work closely with the RAA owner’s representative. The
successful respondent will make develop a project team to review preliminary drawing s and
facility planning for this project.
c. The consultant/Engineer will provide design team leadership on this project incorporating the
scheduling and budgeting requirements.
d. The consultant/Engineer will attend construction meetings with the RAA owner’s
representative and the contractor’s site representative as required for value engineering and
design updates.
e. The consultant/Engineer will submit documentation for necessary regulatory approvals that is
aviation and non-aviation and local city requirement.
PRE-DESIGN
a. Assist in the development of any project related RFP and act as an advisor to the RAA during
tendering process.
b. Assist in selection of sub-consultants or Lead Engineer which include structural, electrical
and civil or landscape if required.
DESIGN
a. Review and conduct electrical system condition assessment to determine system capabilities
and code compliance issues.
b. Develop a complete Plan of Construction Operations.
c. Plan and develop an environmental assessment of this project.
d. Coordinate with RAA owner’s representative to develop timeline, budgets and phasing plans
for approval by the operation management.
e. Provide and develop review of the safety management necessary for this project.
f. Design a complete electrical drawing plan with the coordination of RAA owner’s
representative.
CONTRACT DOCUMENTS
a. The consultant/ engineering design team will develop all the necessary contract document for
the tender of the approved design and provide a copies to the RAA owner’s representative for
tender preparation.
b. Assist the RAA owner’s representative as may be required throughout the tender process, in
the selection of Construction Company.
CONTRACT ADMINISTRATION
a. Provide general contract administration services on behalf of RAA.
b. The consultant/Engineer during bid assessment will provide advice to the RAA owner’s
representative, as and when required.
c. During construction, monitor applicable construction disciplines to assure compliance with the
design and construction documents.
d. In the post construction phase, complete inspection and documentation as required for
commissioning.
e. Inspect, record and review deficiencies during the contract warranty period if and when
required and provide document report to the RAA owner’s representative.
f. Incorporate as built information into the final plans of record, including operation manuals and
provide a copies to the RAA project manager or representative in the appropriate format (i.e
PDF & AutoCAD).
SECURITY
Security procedures, screening and access controls may be impacted as required but must
remain operational at all times throughout the project. The consultant engineering firm will work closely
with the RAA owner’s representative to develop a proper procedure during construction work.
