Invitation to Proponents
This Request for Proposals ("RFP") is an invitation to prospective Proponents to submit proposals for the provision of “A NEW Fully Automated Assay System for the Detection of IgM and IgG Antibodies to West Nile Virus in Human Serum”, as further described in Part 2 - The Deliverables (the “Deliverables"). This RFP is issued by the Ontario Agency for Health Protection and Promotion (“Public Health Ontario") (www.PublicHealthOntario.ca).
Background
The West Nile Laboratory of PHO - Toronto has been a reference center for the West Nile Virus tests for fifteen (15) years. West Nile Virus is an Arbovirus and most people who are infected with the virus will not have any type of illness. In addition, infection is usually not transmitted from person to person. Experts estimate that 20% of people who become infected will develop West Nile fever, including headache, body aches, swollen lymph glands and occasionally a skin rash. Less than 1% of West Nile Virus infections result in meningitis or encephalitis.

Timetable
The following is the schedule for this RFP:
- Issue Date of RFP January 18, 2018
- Proponent's Deadline for Questions 04:00 pm on January 29, 2018
- Deadline for Issuing Addenda 04:00 pm on February 5, 2018
- Proposal Submission Deadline 11:00:00 am Toronto Time on February 20, 2018
Period for Which Proposals are Irrevocable
after Proposal Submission Deadline 180 days
Contract Period
The term of the agreement is to be for a period five (5) years. It is anticipated that the agreement will be executed on or around August 2018.
In order to be considered, proposals in response to this RFP must be received by the Ontario Agency for Health Protection & Promotion, no later than 11:00:00 a.m., Toronto time, February 20, 2018.
