Notice is hereby given that Vancouver Coastal Health Authority (the "VCHA"), through their agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide one (1) Quanta Cyber 60 Watt Laser System for Richmond Hospital for a term of five (5) years at an estimated value of CAD $158,000.

In accordance with applicable trade agreements, PHSA, as agent for the VCH has chosen not to proceed with a competitive process for the following reason:

The Richmond Hospital requires the Quanta Cyber Ho Laser 60 Watt system to reduce patient operative delays, risk to patients and allows for an increased in patient flow through. The Quanta Cyber Ho Laser 60 watt is the only system with dual foot pedals. The product has a unique multi-application laser platform for both Lithotripsy and Holmium Laser Enucleation of Prostate (HoLEP) surgeries and is the only laser that has the exclusive Master-PULSE technology for retroplusion contact at a lower frequency and energy output. The features of the Quanta Cyber ho Laser 60 watt laser allows for reduce surgical time and, in addition this equipment allows surgeons the ability to operate the equipment throughout the entire procedure on their own without the need to relying on others within the operating suite to adjust settings multiple times throughout the surgical procedure. Northern Optotronics Inc. is the exclusive Distributor in Canada for the Cyber Ho Holmium Laser.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Blair MacKinnon Sourcing Buyer, Capital, Allied Health, by email before 2:00pm Pacific Time, April 3, 2020. PHSA will review any and all issues received by this date and provide due consideration to each objection.
