General Information and Qualification Process
The City of St. Albert will be purchasing 8 (eight) complete, fully functional 4 wheel drive, front mount 72” Rotary Riding Front Mount Mowers with cabs and hydraulic broom attachments in 2020. An additional 5 (five) units in 2021 and 5 (five) in 2022 The intent is that the City will test units in early 2020 for spring sweeping, issue and award the formal tender in early 2020 for delivery in mid 2020.
These are critical, heavily used pieces of equipment used for winter snow clearing operations on trails and sidewalks, cleaning of boulevards in the spring and for grass cutting operations during the summer
It is essential that the City acquire units capable of meeting our operational requirements. This equipment in the broom configuration is used to clean post winter debris off City streets and grassed boulevards. The broom required for the purpose must be a heavy duty commercial model suitable for this purpose. In order to ensure that the mowers purchased meets these requirements, the City will be pre-qualifying equipment prior to going out to formal tender.
Riding mowers considered for the upcoming tender must have been evaluated and successfully qualified by the City of St. Albert. In order to qualify for inclusion in the bid process, vendors must submit for testing a unit that complies with the following:
i) meets the basic specifications outlined within this document
ii) meets suitability and performance requirements during testing
Unit offered for evaluation to be a standard production model, of latest design for the current year. The unit is to be to manufacturer’s standard and equipped with manufacturer’s equipment and accessories advertised and published as standard. Participation and qualification will be limited to only those manufacturers that have sales and service dealership locations in the Edmonton area OR can satisfactorily demonstrate the existing ability to provide parts and service within 24 hrs of a service call, to support the maintenance capabilities of our Public Works garage.
Only those units that satisfactorily meet the evaluation criteria and have successfully pre qualified will be included in the tender process that will take place following the pre-qualification process. The suitability and performance requirements will be determined by “hands on” testing by experienced City of St. Albert Public Works staff. The mower will be evaluated on a number of criteria including, but not limited to:
i) required functionality (broom cleaning of City boulevards and sidewalks)
ii) power, fuel efficiency, noise, maintainability, serviceability, maneuverability, road travel characteristics, size, stability, cab access, operator ergonomics, layout and design.
Basic Specifications:
i) new, current year, 4WD model
ii) 72 inch front mount mower deck
iii) equipped with cab/ROPS, c/w air conditioning and heavy duty heating system with maximum height of 86” from ground level
iv) engine – diesel 35 hp minimum
v) drive train – hydrostatic drive, dual speed transmission capable of 0-15 mph road speed
vi) accessories – 60 inch hydraulic broom with integrated hydraulic system – must be a “Quick Change” type for operators to complete task without the use of tools
vii) minimum ground clearance 7” to lowest point on the prime mower
If your firm has a mower that meets the basic specifications and are interested in participating in the process then you must be prepared to make a unit available for demonstrating and testing at our location within a reasonable period of time. The unit provided for testing must be virtually identical to the unit that will be bid and equipped such that a true evaluation of the unit’s capabilities is possible. The unit will be provided with basic operator training and left onsite with the City for a period of up to 5 working days. The demonstration/test unit will be equipped as follows:
i) winterized cab
ii) 60 inch wide PTO driven hydraulic broom, 26 inch diameter, min 200 RPM (Sweepster CTH series mandatory)
iii) equipped with all safety equipment and features for street travel

Your firm will be contacted to arrange delivery and testing of the equipment. Unit availability for prequalification is planned during the period of approximately May 5th through May 30th, 2019, depending upon conditions. Vendors that are unable to provide the equipment for testing when required will be disqualified from the process.
