2.0 SCOPE OF WORK
2.1 Background
AFSC recruits a broad range of professions and specialties province-wide in Alberta. From time to time positions are determined to be hard to fill, when we have exhausted our attempts to recruit internal and external for the appropriate skills and values. When this occurs assistance from a search firm will be sought to identify and present potential candidates to AFSC’s recruiters. Difficulties to recruit arise due to many factors, but particularly due to the rural locations we attempt to recruit for.
AFSC needs to be able to reach out to a search firm during our recruitment process and be provided suitable candidates within a reasonable amount of time.
The intention of this RFP is to invite prospective service providers to submit Proposals to supply AFSC with candidate search services for difficult to recruit temporary/permanent positions across the province of Alberta on an as-needed basis.
AFSC is looking to establish a Master Service Agreement (MSA) with one or more recruitment firms. The initial term of the MSA is intended to begin on or before May 30 2018 and conclude on or before April 30, 2023. Thereafter, the term may be renewed for up to five (5) successive one (1) year terms provided that the agreement has not been terminated by either parties, and upon mutual written agreement by the parties, executed no less than 90 days prior to the expiration of the initial term.
The MSA will define the general terms and conditions, which will govern future delivery of services as requested from time to time by AFSC. A mutually agreed Statement of Work (SOW) will define the details, requirements and related terms for the delivery of services for a specific task or engagement.
AFSC reserves the right to establish a list of preferred recruitment firms who successfully met the criteria set out in this Scope of Work.
The intent of establishing Pre-Qualified relationships with multiple Service Providers is to provide AFSC with the ability to:
• Have a defined group of Pre-qualified Providers that can gain an understanding of AFSC’s business requirements and culture, allowing them to efficiently respond to Statements of Work (i.e. Potentially through directed RFPs or a basic quoting process);
• Respond quickly to stakeholder requirements by engaging Pre-Qualified Service Providers on short notice;
• Increased capacity to deliver complex engagements with high quality under aggressive timelines;
• Acquire external perspective and insight as required;
• Successfully develop/implement multiple engagements concurrently;
• Ensure “value for money” by creating a competitive environment that encourages innovation and creativity among providers.

2.3 Context

2.4 Related Experience Information
Service providers should exhibit their experience recruiting in the public service sector, and details of the markets and industries they have served. A listing of similar positions in organizations they have successfully recruited to in the past should be provided in the vendor’s proposal.
2.5 Resources
Ensuring appropriate personnel are dedicated to specific tasks and able to meet timelines. Key Personnel – In the table below, provide a list of each individual or resource that will deliver any aspect of the service, along with an overview of the combined strengths and capabilities of a proposed team. Describe the role of each individual(s) specific qualifications and experience directly related to conducting professional search/recruitment services.

2.6 Approach - Methodology & Service Delivery
Based on your experience, provide in detail the process and methodology you would take to complete a candidate search for AFSC. This should include what the screening process looks like, are there any specific personality testing that could be done, how and when in the process will AFSC get involved, etc. Please include estimated timelines for completion of each phase and the total process.
2.7 Deliverables
Through this RFP AFSC is looking for search firms to provide search services that will deliver suitable candidates to enter the AFSC recruitment competitions. AFSC’s expectation is not for the vendors to provide recruitment services; our expectation is that candidates presented by the vendors would go through AFSC’s recruitment process as conducted by AFSC.
Vendor(s) proposing an alternative to an RFP requirement must clearly denote each as an alternative and substantiate the merit of that alternative. Proposed alternatives must substantially meet the fundamental intent of the requirement.
2.8 Quality Guarantee
Vendors should provide details regarding their firm’s “quality guarantee” policy and performance management processes, techniques, change control and tools.
