Terms of Reference
1.0 Introduction
This Request for Proposal (the “RFP”) is an invitation by the Town of Hinton to potential proponents to submit a non-binding proposal for the provision of the consulting services for a Fire Services Master Plan Development (“Deliverables”) as set out in this section. The selected proponent will be requested to enter into negotiations for an agreement with the Town for the provision of the Deliverables with an estimated completion date no later than August 31, 2018.

2.0 Background Information
The Town of Hinton is seeking to develop a Fire Services Master Plan that provides a point of reference upon which future decisions and priorities can be evaluated and implemented by the municipality. A Master Plan is a strategic blueprint for fire and rescue services that addresses all local needs and circumstances based upon costs the community can afford. It also sets out significant findings and recommendations relating to:
a) Risks and Hazards
b) Fire Protection
c) Public Education
d) Reductions and Management of Identified Fire Risks
e) Emergency Preparedness and Response
f) Funding and Fiscal Measures relating to Fire Protection and Rescue
