The City of Edmonton invites proponents to submit proposals for Heritage Valley Park and Ride Project.
Generally, the project involves construction of the new Heritage Valley Park and Ride (HVPR) which includes a transit centre building, bus loop, approximately 1,100 stall parking lot, two kiss and rides, access roads, reconstruction of a portion of 127 Street, the addition of turning lanes on Ellerslie Road, and construction of a storm water management facility and storm outlet pipe.
In no particular order, the Work to be completed under the Contract includes, but is not limited to, the following:
a)GENERAL
•Site mobilization and demobilization.
•Development and implementation of an ECO plan.
•Restoration to original conditions or better of all areas disturbed by the Work.
•Stripping and off-site disposal of approximately 40,000 m3 of surplus of topsoil from the park and ride site and storm water management facility
•Excavation and grading of park and ride and storm water management facility areas approximately 13.0 ha, including the transit centre, parking lot, access roads and pond area.
•Excavation and hauling of approximately 6200 m3 of stockpiled material to the 127 Street reconstruction and Ellerslie Road widening areas.
b)PARKING LOT, ACCESS ROADS AND TRANSIT CENTRE LOOP
•Construction of a parking lot with approximately 1100 stalls, and bus and vehicle access roads using a pavement structure that consists of asphalt base and surface courses, granular base and cement stabilized subgrade 48400 m2.
•Construction of a bus loop using reinforced Class A one-course concrete pavement and dowel baskets.
•Installation of concrete curb and gutter, walk, medians, and ramps.
•Precast concrete parking curbs
C)127 STREET RECONSTRUCTION
•Removal and disposal of approximately 320m of the existing 127 Street, north of Ellerslie Road including pavement structure, culvert, fence and asbestos cement water line.
•Reconstruction of 127 Street to an urban cross section, including asphalt base and surface courses, granular base and cement stabilized subgrade.
•Installation of concrete curb and gutter, walks and ramps.
•Construction of an asphalt multi-use trail on the east side of 127 Street.
d)ELLERSLIE ROAD WIDENING (WESTBOUND)
•Removal and disposal of approximately 280m of outside lane and curb and gutter on the north side of Ellerslie Road.
•Construction of an urban roadway section, right turn lane, including asphalt base and surface courses, granular base and cement stabilized subgrade.
•Installation of concrete curb and gutter, walks and ramps.
•Construction of an asphalt multi-use trail on the north side of Ellerslie Road
e)TRANSIT CENTRE
•Construction of a new transit center building (architectural, structural, mechanical and electrical), perimeter lighting and unheated shelters.
•Connection of existing off site underground utilities to the building.
•Provision of temporary services such as fence, power, telephone and CCTV during construction.
f)STORM SEWERS AND STORM WATER MANAGEMENT FACILITY
•Supply and installation of mainline storm sewers on the west side of 127 Street from Ellerslie Road to the storm water management facility.
•Supply and installation of storm sewers for the parking lot, the access roads, transit centre loop and transit centre building.
•Construction of storm water management facility and storm outlet pipe to connect with the Anthony Henday Drive storm water management facility.
•Supply and installation of a precast concrete boat ramp.
g)SANITARY SEWERS
•Supply and installation of a sanitary sewer from the south side of Ellerslie Road, on the west side of 127 Street, to the transit centre building, using alignments along 127 Street and north access road to the park and ride lot.
•Case bore under Ellerslie Road and a connection to the existing sanitary stub.
h)WATER MAIN
•Supply and installation of water main for the parking lot and transit area and connection to transit centre building using open trench excavation and trenchless installation for the Ellerslie Road crossing.
i)ILLUMINATION AND SITE SECURITY
•Supply and installation of lighting for park and ride facility.
•Supply and installation of conduit and wiring for security cameras and help phones.
•Installation of security cameras and help phones will be completed by others.
•Lighting for 127 Street and Ellerslie Road will be completed by others.
j)SITE FURNISHING
•Construction of hard landscaping with urban design components, including catalogue furnishings (litter receptacles, benches and bike support elements), custom precast seat walls with custom wood bench tops, concrete bridging slabs and post and rail fencing.
k)LANDSCAPING
•Construction of ornamental and naturalized soft landscaping for parking lot and transit centre building areas including bioswales, soil cells, naturalized storm water management facility landscaping (including supply and installation of wetland soils and live staking)
•Landscaping and maintenance of all soft landscaping during the warranty period.
l)SIGNAGE
•Supply and installation of signage for park and ride and transit center.
m)PAVEMENT MARKINGS.
•Supply and installation of painted pavement markings for Parking Lot area.
•Supply and installation of on-laid plastic pavement markings for the bus loop and Ellerslie Road.
•127 Street pavement markings will be inlaid plastic completed by others.
1.4 Contract term
The successful proponent shall be required to commence performance of the Contract on or before May 15, 2018 and to complete performance of the Contract by no later than October 31, 2019.
