ONLY PROPONENTS WHO HAVE RECEIVED THE RFP DIRECTLY FROM THE CITY OF MONCTON'S PURCHASING DEPARTMENT, OR THROUGH THE NEW BRUNSWICK OPPORTUNITIES NETWORK (NBON), ARE ELIGIBLE TO SUBMIT A PROPOSAL AT THIS TIME.

SCOPE OF WORK:
The City of Moncton wishes to secure a contractual agreement with a reputable, experienced, and qualified mobile food concessionaire to operate and maintain one (1) or more mobile food and beverage concession stands at Centennial Park, located in the heart of Moncton, N.B.
Situated in the center of Moncton, Centennial Park boasts 230 acres of scenic parkland, offering a multitude of recreational opportunities on a year-round basis, and welcomes over 500,000 visitors per year. Park hours are from 7:00 am to 11:00pm, year round. Amenities within the park include:
- The Moncton Tennis Club, with state of the art tennis courts and over 200 members;
- A lawn bowling facility;
- Rocky Stone Field, equipped with an artificial turf that plays host to football and soccer clubs, operating from April to November;
- The largest outdoor splash park in Atlantic Canada;
- Tree Go Zip line adventure course;
- Rotary Lodge and Camp Centennial, a day camp that hosts 300 children per week, which operates out of the lodge and the park (NOTE: The scope of this agreement does NOT include the provision of food and beverage concession services for the Centennial Rotary Lodge);
- Centennial Beach, a man-made beach that receives over 25,000 visitors each season (July and August) NOTE: The existing Centennial Beach facility was decommissioned in 2017 and is no longer operational; however, a new facility is currently scheduled to be constructed, and will be open to the public in the summer of 2019.
- A number of walking trails (gravel and paved), picnic areas, and basketball courts;
- A variety of cross-country ski trails, sledding, snowshoeing, along with a lit outdoor skating oval and hockey rink round out the winter options in the park;
- Centennial Park has also plays host to large-scale special public events.
The City of Moncton will provide the successful Proponent with a concrete pad designed to occupy a mobile unit. The concrete pad provides access to water, sewer and electricity. The concrete pad is located adjacent to Centennial Park's playground area, and main parking lot. The Centennial Park Splashpark is also within a short walking distance from the concrete pad. The pad is also located directly across from the main stairwell and large walking trail / sledding hill leading into the lower
portion of the Park, which provides basketball courts, and access to Centennial Park island.
Proponents may also place smaller mobile carts in and around Centennial Park in high-traffic areas (i.e. Tree-Go Adventure, Rocky Stone Field, Centennial Park Island) throughout the year, or on an event-by-event basis; however, the City cannot guarantee access to water, sewer and electricity in these remote areas.
A secondary mobile food concession area can also be established next to the bleachers at Rocky Stone Field, during the summer and / or fall months, or on an event-by-event basis.
PROPOSED CONTRACT TERM:
The initial term of the agreement shall be for a three (3) year period, commencing from the date of award. The City may exercise an option to renew the agreement for up to two (2) additional one (1) year periods, if it is in the City's best interest to do so.
