An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

The purpose of this ACAN is to advertise to the supplier community that the NRC intends to negotiate and issue a service agreement to Global Communications Semiconductors (GCS) for a laboratory service. Global Communications Semiconductors (GCS) is a semiconductor foundry with extensive experience fabricating commercial gallium nitride electronics, including through-wafer vias. GCS has a unique skill set, offering a through-wafer via process that is compatible with the NRC’s existing GaN foundry design kit and will allow for a seamless transfer of GaN methods. NRC supplies GSC with 3 inch GaN semiconductor wafers that have been partially processed by the NRC and the vendor completes the sequences to satisfy NRC’s technical requirements.
