Bell Canada Aperçu du projet De nombreuses unités opérationnelles d’Industrie Canada ont exprimé le besoin d’un outil logiciel qui leur permettrait de mieux gérer leurs informations clients-intervenants de manière partagée et transparente entre les unités. En plus de ces besoins opérationnels, les clients ont également dit avoir besoin d’outils logiciels qui leur permettraient de mieux gérer les cas individuels de façon collaborative, transparente et axée sur l’utilisateur.
En raison du caractère commun de la fonctionnalité requise par de multiples unités opérationnelles, un projet de grappe de gestion des clients et des cas a été établi pour évaluer et recommander une plateforme de solution commune à ces besoins opérationnels. Dans la foulée des travaux de cette grappe, une analyse des options a été effectuée, suivie d’une demande d’information (DI). Le processus de DI a fourni à Industrie Canada l’assurance qu’il y avait suffisamment de produits disponibles sur le marché (COTS) de haute qualité. Le processus de DI a également permis d’assurer qu’Industrie Canada pouvait acquérir une solution adéquate pour une plateforme ministérielle de gestion des clients et des cas.
La situation finale envisagée pour héberger Microsoft Dynamics CRM sera le Système partagé de gestion des cas (SPGC) exploité par TPSGC. Cet environnement ne sera pas prêt avant le T1 de 2015-2016, ce qui ne satisfait pas aux exigences opérationnelles et réglementaires d’Industrie Canada, si bien que la
mise en œuvre s’effectuera selon une approche à phases multiples, y compris les suivantes :
1. Phase I : Implantation d’un environnement de production intérimaire en 2014-2015 2. Phase II : Transition et intégration des clients à l’environnement SPGC de TPSGC
Industrie Canada prévoit établir une solution de gestion des clients et des cas (SGCC) en utilisant la plateforme Microsoft (MS) Dynamics CRM. La plateforme de solution SGCC deviendra un dispositif pour transmettre les demandes aux unités opérationnelles nécessitant une fonction de base ci-après ou plus :
• gestion des clients et intervenants; • gestion des processus opérationnels; • gestion des cas; • gestion des événements;
• gestion des documents. Le BI d’Industrie Canada est en train d’établir un centre des opérations de la solution de gestion des clients et des cas (SGCC) pour favoriser l’élaboration, la prestation et le soutien de solutions relatives à l’application MS Dynamics CRM 2013 pour ses clients d’affaires. Le centre d’opérations de la SGCC est une initiative organisationnelle horizontale qui doit reposer tant sur les besoins d’Industrie Canada que sur ceux de ses partenaires du portefeuille.
Pour l’heure, le BI d’Industrie Canada est doté d’un environnement d’essai Dynamics CRM 2013 pleinement fonctionnel, et il est en train d’instaurer un environnement de production intérimaire.
Exigence relative au projet Pour garantir que cette initiative atteindra les résultats demandés par Industrie canada et ses unités opérationnelles, le BI essaie d’adjuger un marché à l’appui de tâches déterminées pour donner le coup d’envoi à la planification, à l’évolution et à l’exploitation du centre des opérations de la SGCC à Industrie Canada.
