Companies operating in Canada in the value chain for armoured vehicles and/or personal protective equipment (from advanced materials suppliers to OEMs) are invited to submit the candidacy of a member of their leadership team to become a member of the Canadian Security Materials Technology Roadmap Steering Committee.
About the security materials industry in Canada
Canada’s armoured vehicle (AV) and personal protective equipment (PPE) industry is globally competitive. This industry is based upon conventional engineered materials such as Kevlar, polymer matrix composite laminates and monolithic ceramics, which are rapidly approaching their performance limits.
While there are continuing advances in constitutive material properties such as fibres and monolithic ceramics, these advances are occurring at a relatively slow rate compared to the rapidly evolving demands for higher performance and lower weight protection systems.
New transformational technologies required
New transformational technologies are required to continue to improve armour mass-efficiency (protection for a given weight) and to address capability deficiencies identified by the user communities (first responders, law enforcement, and military).
Canadian Security Materials Technology Roadmap (SMTRM)
The National Research Council (NRC) and Defence Research and Development Canada (DRDC) are working together to advance state-of-the-art armour technology solutions for the Canadian Armed Forces (CAF) and other user communities, such as first responders.
The aim is to strengthen this defence and security sector in Canada by developing and integrating advanced new materials and structures to improve the performance of AV and PPE, including increased ballistic protection.
Development and implementation of a Canadian Security Materials Technology Roadmap (SMTRM) that will engage stakeholders to define and implement R&D projects aligned with science and technology investment priorities is critical to the realization of this objective.
The technology roadmap process is not an acquisition process and is not in direct support of any government procurement. The assurance of open, fair and transparent procurement processes is imperative for both government and industry. Committee members will be required to abide to the SMTRM Steering Committee terms of reference and ethics code.
SMTRM Steering Committee The Steering Committee will provide guidance to the SMTRM. Its primary responsibility will be to provide industry leadership to the roadmap including:
• Providing input into the direction and goals of the SMTRM • Vetting the proposed work plan, objectives and timeline • Actively participating in each stage of the roadmap development process and contributing to technical discussions • Striving for consensus in its recommendations, using the best available evidence, as well as best practices • Recommending appropriate implementation strategies, including leveraging from other initiatives or involvement from other stakeholders • Reviewing and validating documentation produced throughout the process such as workshop reportsx délinquants de faire la transition vers la vie en collectivité et aident à promouvoir une réintégration réussie de ces derniers dans la collectivité, tout en assurant un niveau de gestion du risque approprié à chaque délinquant. 1.2 Tâches:
L’entrepreneur devra fournir les services suivants, sans cependant s’y limiter :
Services en foyers pour les délinquants fédéraux en liberté conditionnelle ;
Services de liaison continue avec les forces de police locales, les délinquants, le Service correctionnel du Canada et d’autres organismes/partenaires dans la communauté ;
Trois repas par jour, conformes aux lignes directrices fournies par le Guide alimentaire canadien ; La prestation de services de sécurité, y compris la présence de personnel sur les lieux et éveillé, 24 heures sur 24 et la mise en œuvre de vérifications régulières des activités des résidents et des lieux où ils se rendent lorsqu’ils ne sont pas présents dans l’établissement.
1.3 Résultats escomptés :
Aider les délinquants ayant obtenu une remise en liberté conditionnelle à se réintégrer de manière sécuritaire et positive dans la communauté et à devenir des citoyens respectueux de la loi.
1.4 Normes de rendement :
Si cela est applicable, et lorsque cela est requis, le foyer devra assurer que le type d`hébergement fourni est approprié pour accueillir des enfants qui résident dans le foyer avec leur tuteur conformément aux mesures identifiées dans la DC 715-4.
Le foyer devra mettre en place un processus de sélection qui inclut les mesures suivantes :
Un examen de chaque renvoi du SCC ;
Une évaluation basée sur les critères d’admission et sur la capacité du foyer à satisfaire aux besoins du délinquant ; et,
Un avis écrit indiquant si le délinquant a été accepté ou refusé et en cas de refus, indiquant les raisons de ce refus.
Si le foyer est équipé pour la prestation de repas, ces repas devront répondre aux exigences en matière de santé et de nutrition énoncées dans le
Guide alimentaire canadien
et le Cadre législatif et de politiques du SCC.
1.5 Livrables :
1.5.1 Deux (2) lits de foyer pour des délinquants fédéraux à qui l’on a octroyé une liberté conditionnelle à Peterborough, en Ontario et six (6) lits de foyer pour des délinquants à qui l’on a octroyé une liberté conditionnelle à Sudbury, en Ontario.
Trois repas par jour, conformes aux lignes directrices fournies par le Guide alimentaire canadien ;
Fournir de services de sécurité, y compris la surveillance des activités des résidents et de leur destination pendant qu’ils ne sont pas présents dans l’établissement ;
Fournir un soutien aux résidents pour les aider dans leurs efforts de réintégration en leur offrant des services de renvoi de base vers des groupes de soutien et autres organisations, selon les besoins individuels de chaque résident.
Services de liaison continue avec les forces de police locales, des organisations communautaires et le Service correctionnel du Canada ;
Rapports d’utilisation mensuels indiquant le total de lits utilisés en précisant le nom de chaque résident, son numéro SED et son sexe ;
Rapports sur les indemnités de vie mensuelles, en précisant le nom de chaque résident, son numéro SED et son sexe ;
Rapports d’incidents selon les besoins ainsi que des plans d’action mensuels pour les résidents ;
Des états financiers annuels vérifiés.
D’autres rapports, requis par le service correctionnel du Canada, y compris des plans d’action mensuels pour chaque résident ;
Tout autre registre ou renseignements documentés à la demande du Service correctionnel du Canada.
1.5.2 Consommation de papier :
a. Au cas où il serait nécessaire d’imprimer un document, il faudra imprimer ce dernier sur les deux côtés en noir et blanc, à moins d’avis contraire du chef de projet.
b. L’entrepreneur devra assurer que tous les documents soient imprimés sur du papier contenant un minimum de 30 % de contenu recyclé et/ou certifié « émanant d’une forêt gérée de manière durable. »
c. L’entrepreneur devra recycler tous les documents non nécessaires (conformément aux exigences de sécurité).
1.6. Lieu de travail :
L’entrepreneur devra exécuter lesdits travaux dans des
établissements résidentiels
de Peterborough et de Sudbury, en Ontario.
b. Déplacements
Aucun déplacement n’est prévu pour effectuer les travaux énoncés dans ce contrat.
1.6.2 Langue de travail :
L’entrepreneur devra exécuter tous les travaux et fournir tous les services/livrables en anglais.
1.6.3 Exigences en matière de sécurité :
Ce contrat inclut les exigences en matière de sécurité suivantes :
1. L’entrepreneur/le soumissionnaire doit, à tout moment pendant l’exécution du contrat/de l’offre à commandes, être détenteur d’une
Attestation d’organisation désignée avec une cote de protection de documents approuvée de niveau PROTÉGÉ B .
CHAQUE membre du personnel de l’entrepreneur/du soumissionnaire requérant l’accès à des renseignements, sites de travail ou biens PROTÉGÉS, doit être détenteur d’une
COTE DE FIABILITÉ , octroyée ou approuvée par la Direction de la sécurité industrielle du Canada (DSIC), Travaux publics et services gouvernementaux Canada (TPSGC).
L’entrepreneur ne DEVRA, EN AUCUN CAS, utiliser
ses systèmes informatiques
pour traiter, produire ou entreposer des renseignements PROTÉGÉS de manière électronique, à moins d’avoir obtenu l’autorisation écrite de la DSIC/TPSGC. Après avoir obtenu cette approbation, ces tâches pourront être exécutées au niveau
PROTÉGÉ B .
Les contrats de sous-traitance qui contiennent des exigences en matière de sécurité ne pourront être décernés qu’après avoir obtenu la permission écrite de la/de DSIC/TPSGC.
L’entrepreneur/le soumissionnaire devra se conformer aux dispositions de la/du:
(i) Liste de vérification des exigences relatives à la sécurité et Guide de la sécurité (si applicable) joints dans l’annexe C ;
(ii) Manuel de la sécurité industrielle (Dernière édition)
2. Exigences minimum nécessaires :
Tout fournisseur intéressé devra montrer, par l’entremise d’un énoncé de capacités, qu’il est en mesure de répondre aux exigences suivantes :
Disposer d’un minimum de deux (2) ans d’expérience de travail avec des délinquants adultes en liberté conditionnelle au cours des cinq (5) dernières années précédant la date de clôture de ce PAC.
Disposer d’un minimum de deux (2) ans d’expérience en prestation de services d’hébergement à des délinquants dans un milieu résidentiel au cours des cinq (5) dernières années précédant la date de clôture de ce PAC.

Ce marché n’est assujetti à aucune entente commerciale.

Fournisseur sélectionné à l’avance/Justification
L’aumônerie communautaire de Peterborough gère une résidence bien établie offrant des services de soutien à des délinquants en transition. Cette résidence qui compte actuellement 10 lits offre un service unique aux délinquants difficiles à placer en leur fournissant des services d’aide à la transition, un hébergement stable, une surveillance et un soutien intégrés au programme et les services d’un groupe de bénévoles qui aident les résidents à subvenir à leurs besoins en matière de réintégration et à leurs besoins personnels ; cet établissement offre également des liens étroits avec la communauté religieuse tant dans la collectivité que dans les établissements (prisons). Les contrats en place ont été établis pour l’accès à deux lits seulement, ce qui permet une possible expansion. Le fait que cet établissement soit appuyé par une solide fondation religieuse dans la communauté offre la possibilité aux délinquants qualifiés de participer au programme PPMP dans le cadre d’une transition future.
Le
Salvation Army Sudbury New Life Centre
collabore avec le SCC depuis un certain nombre d’années en fournissant hébergement, repas, aide, counseling, structure, surveillance ainsi que divers programmes aux délinquants. Cet établissement a de solides antécédents en matière de prestation de services de ce genre et a, petit à petit, obtenu le soutien de la collectivité dans son travail avec des délinquants fédéraux. Les services de lutte contre l’addiction et de réinsertion de l’Armée du Salut ont obtenu le soutien de la ville du Grand Sudbury et ont été reconnus comme étant une des organisations non gouvernementales gérée par des bénévoles collaborant avec le Service correctionnel du Canada qui fournit des services dans des foyers communautaires dans le but d’aider à la réintégration sécuritaire de délinquants dans la collectivité. De plus, cette organisation compte déjà un établissement dans la ville de Sudbury qui permettrait l’installation de six (6) lits de foyers.

L’exception suivante au règlement sur les marchés de l’État est invoquée dans le cadre de ce marché dans l’alinéa :
Article 6d du Règlement sur les marchés de l’État : (une seule personne pourra exécuter le contrat).

10. Durée du contrat proposé ou date(s) de livraison des services :
Les contrats proposés sont d’une durée de six mois, du
1 er
octobre 2016 au 31 mars 2017 avec l’option de prolonger le contrat de cinq (5) périodes supplémentaires d’une année chacune.

Les fournisseurs qui se considèrent pleinement qualifiés et disponibles pour fournir les biens, services ou travaux de construction décrits dans le PAC pourront soumettre un énoncé de capacités en écrivant à la personne-contact identifiée dans cet avis à, ou avant la date et l’heure de clôture indiquées dans cet avis. Cet énoncé de capacités doit montrer clairement comment le fournisseur compte répondre aux exigences requises.

Members of the Steering Committee will also be asked to provide an industry perspective and guidance on the direction of the NRC Security Materials Technology Program.
The SMTRM Steering Committee will be jointly chaired by representatives from industry and the National Research Council Canada.
Phase 1 of the SMTRM will deliver a high-level roadmap for Canadian industry. The SMTRM Steering Committee then has the option to instigate Phase 2 to deep dive into specific technology domains identified during Phase 1. This may involve formation of technical sub-committees that will report back to the SMTRM Steering Committee.
Membership on the SMTRM Steering Committee is open to leaders within any company operating in Canada in the value chain for armoured vehicles and/or personal protective equipment for ballistic protection, from advanced materials suppliers to OEMs.
