Background

The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.

EC requires a simulated phishing program to create awareness and assess the current state of readiness against cybercriminal attacks initiated by phishing.

Requirement

The primary objectives of conducting simulated phishing exercises are to assess our Employees’ cybersecurity readiness and to provide real-time targeted training to those who require it most. We want to simultaneously protect our data while providing invaluable cyber awareness.

These exercises will provide useful statistics and detailed reporting which will allow us to evaluate our state of readiness against cybercriminal attacks.

The training portion of the program will provide relevant information and explanation on how to identify phishing emails and awareness on how to avoid being phished in future.

Period of the Contract

The Contract period will be from the Effective Date of the Contract until

December 18, 2020

(the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by

two

additional periods of

one

under the same terms and conditions.

This procurement process is subject to the Canadian Free Trade Agreement (CFTA), North American Free Trade Agreement (NAFTA) and World Trade Organization Agreement on Government Procurement (WTO-AGP)

It is requested that offers be addressed to the attention of the Contracting Authority and delivered to the Proposal Receiving Unit. Debriefings

Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
