Description

Currently, a series of transportation and travel data management services are provided to the Ministry and its partners including assembling, managing, and securely hosting the Transportation Tomorrow Survey (TTS) and Cordon Count Data (CCD) on a public website, ensuring compliance with privacy laws. The TTS data consists of a household travel survey conducted every 5-years to capture travel habits of the residents of the Greater Golden Horseshoe Area (GGHA). The CCD consists of traffic classification counts conducted on all major regional roadways and highways crossings in the Greater Toronto and Hamilton Area (GTHA).

This Request for Information (RFI) is issued for the purposes of gathering information from the vendor community on the provision of online systems and/or services for data storage, backup, data management, and provision of data access for time-series household travel surveys (for example, TTS), traffic counts (for example, CCD), and other related data. This information will help refine technical requirements for data management and system administration services to support centrally accessible databases focusing on transportation activities in the Greater Golden Horseshoe area.
Scope of Work
Respondents are asked to provide detailed information about, but not limited to:
1. System Design: indicate willingness to participate in a potential Request for Bids (RFB) with similar scope. Provide the key technical and commercial considerations the Vendor considers important for the RFB to address to align the system design and delivery.
2. Cost and Timelines: set-up timing and costs required for a one-time and ongoing annualized operations/resource requirements and a general costing structure. Provide potential cost-saving opportunities the Ministry could implement.
3. Protection of Privacy and Data Accessibility: inform how they would structure the data management system to ensure compliance with the Freedom of Information and Protection of Privacy Act.
4. Customer Services: indicate what Key Performance Indicators (KPI) the Ministry could use. Recommend different type of support services to ensure efficient and effective operation of the data management system.
5. System Functionality and Integration: explain how the solution will ensure scalability and flexibility for potential data growth and evolving requirements.
6. Technical Innovation: give recommendation about innovative solutions for improving data management, access, and analysis within the context of this project. Provide advice to the Ministry about potential future trends that could impact the data management services.
7. Feedback and Additional Information: provide feedback on the Ministry current process, including potential improvement or any other relevant information that could assist the Ministry in understanding the market.
