NSPHA24-006 - NSPHA24-006 - Western District Housing - RFP

This Request for Proposal (“RFP”) is an invitation by the Nova Scotia Provincial Housing Agency (the “Agency”, or “Owner”) to prospective Proponents for Collaborative Design-Build Supply Arrangement for several Multi-Residential Buildings on provincially owned and occupied land in Western District, using the Collaborative Design-Build and Turn-Key delivery method.

The buildings will be built to an energy efficiency criterion exceeding current Codes and contain fully Accessible units. This RFP is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual. The Agency invites a Contractor to join forces with Design Consultants and a Modular Home Manufacturer along with sub-consultantsto form a Collaborative Design-Build team.

This team will work collaboratively with the Agency to deliver multi-unit residential projects within budget and on schedule. The buildings must be designed for functionality to support new public housing initiatives at the lowest reasonable cost, while also achieving easily maintainable buildings and the province’s sustainability goals. The intent of this RFP is to award collaborative Design-Build teams for design and construction services for turn-key delivery on three (3) public housing projects(comprised of 2 eightplexes and 1 duplex) in the Western District of the province.

Alternatively, the Agency reserves the right to issue a subsequent solicitation to address changes to the project delivery method. The decision whether to amend an existing Agreement or to issue a subsequent solicitation is at the sole discretion of the Agency. The Agency’s goal is to create, across the province, new modern multi-unit residential buildings that support low-income people and families across Nova Scotia.
