RESIDENTIAL WASTE COLLECTION SERVICES

1.0 INVITATION
1.1 REQUEST FOR PROPOSAL (RFP) SUBMISSIONS SHALL BE MADE ON THE FORMS SUPPLIED BY THE SOUTHEAST REGIONAL SERVICE COMMISSION (SERSC)
2.0 BACKGROUND AND PURPOSE OF RFP
2.1 Eco360, the Solid Waste Division of the Southeast Regional Service Commission (SERSC) requires the services of a qualified municipal residential waste collection and disposal provider. The submission would be for an agreement for a five (5) year period, starting on February 1st, 2025, with a possible extension of two (2) one (1) year periods, for a potential total extension of two (2) years. Residential volume requirements, schedule requirements and other specifics are disclosed further in
this document.
2.2 All named municipalities, in each Collection Zone (group of municipalities), in the document will require identical unit pricing for equal services within that zone.
2.3 The waste collection region is located in the southeast corner of the province of New
Brunswick, Canada. Based on the data available, the total number of households for the municipalities to be collected at the time of the issuing of this RFP now stands at 27,283. In 2023, this represented approximately 44,000 metric tonnes of waste collected curbside.
2.4 The names of the Municipalities/Rural Districts participating in this Regional Waste Collection have been divided into 4 collection zones, allowing Proponents to price each group separately, or combined, are, as follows;

2.4.2 Collection Zone #2
- Shediac
- Memramcook
- Cap-Acadie
- Strait Shores
2.4.3 Collection Zone #3
- Tantramar
2.4.4 Collection Zone #4
- Southeast Rural District
2.4.5 Optional Pricing
- All Municipalities combined.
- Any other value-added services proposed by Proponent.
2.5 The Commission reserves the right to award as it sees fit and in its best interest. This could result in one, multiple, or no proponents being awarded to perform the work. Different Proponents may be selected to perform the Scope of Work for different Collection Zones.
