ITS2023-03 - Cellular services within Bold Center

Lac La Biche County (the “County”) invites the submission of proposals to help resolve the problem of no cellular services available inside the Bold Center building located at 8702 91 Ave, Lac La Biche, Alberta.
The Bold Center is a 250,000 square foot multi use recreation building. The building consists of 2 hockey rinks, 2 field houses, curling rink, fitness center, food court, community rooms, administration offices and many other functions.
The Bold Center opened in 2011 and has never had cellular service available to the visitors and staff. A couple of consumer based cellular boosters have been installed over the years to help create some coverage within a few administrative areas. We expect the standalone boosters to be no longer required, instead being replaced with whatever solution is being proposed.
The County is looking for a solution that will make cellular services available within the Bold Center. If it is a system or solution that needs to be paid for by the County, solutions that are multi carrier compatible supporting at least Bell, Telus and Rogers is preferred.
The Bold Center has a Library and High School attached, separated by brick firewalls and doors. This RFP is only concerned with the Bold Center itself not the Library or High School.
The Bold Center is a constantly evolving and changing building. As an example, the County is already in the process of design/build processes for a pool to be added on as an addition. Having the ability to add onto the proposed system in the future is a requirement to meet the growing demands.
