Public Services and Procurement Canada (PSPC) is asking interested parties to provide information for a potential lease of office space that meets the following criteria:
Section A: Lease Components
• a lease term of approximately 12 months, commencing on or about May 1st, 2025, plus four options to extend the lease for four additional periods of three months each;
• The premises sought will serve as an administrative processing center for clients;
• The building in which the proposed premises are located should meet or be able to meet the following criteria:
a. Be large enough and provided with the necessary equipment, facilities, and infrastructure to safely accommodate an office space, a reception area, a meal distribution area and a waiting room with a capacity for 50 to 200 people;
b. Be connected to public services (electricity, water supply);
c. Be equipped with interior and exterior lighting fixtures that provide an acceptable level of illumination;
d. Be equipped with the necessary mechanical systems to meet standard heating, ventilation, and air conditioning (HVAC) standards;
e. Provide washrooms for men and women, equipped with all sanitary fixtures, accessories, and supplies that meet commercial standards;
f. Be served by a complete system of domestic hot and cold water;
g. Be equipped with complete systems of potable water, sanitary and storm drainage;
h. Allow for the layout of two zones, each with a separate entrance;
i. Have between 50 (minimum required) and 200 parking spaces available within acceptable walking distance;
j. Be able to be connected to a telecommunications provider;
k. Comply with all applicable regulations, laws, and codes; and
l. Have a landscaped and sufficiently large lot to:
i. Allow for the circulation and parking of buses;
ii. Allow for the installation of storage containers and trailers.
• The following elements would be considered as assets:
a. Availability of men's and women's locker rooms with individual showers; and
b. d. Existing connection to a telecommunications provider.
• The proposed premises must be available approximately four weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;
• The proposed premises must be located in an office building or commercial building; buildings including residential spaces will not be considered;
• Independent buildings allowing exclusive occupancy will be preferred;
• The proposed building must be located in Canada, within a 15 km radius of the border crossing area in St-Bernard-de-Lacolle; and
• Lots capable of accommodating the above-mentioned needs with temporary facilities may be considered.
Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/mandatories should provide their response by January 30, 2025. Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Mandatories of Interested Parties
Information provided by interested parties or mandatories of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, the boundaries of the lot and the parking area, and details addressing the criteria listed above in Section A. Mandatories submitting a response to this EOI must provide PSPC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the “Reliability” level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PSPC prior to the beginning of the fit up work. This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PSPC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PSPC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PSPC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
