1. Advance Contract Award Notice (ACAN)
An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence (DND) requires a supply of new Commercial Off-The Shelf (COTS) and ready-to-use, T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling required in accordance with the specifications listed in this document to be installed and used on the CC177 Globemaster III aircraft fleet.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a Statement of Capabilities that its product/equipment/system (as appropriate) meets the following minimum mandatory requirements:
3.1 Technical Specifications and Mandatory Requirements – General
3.1.1 The replacement devices must produce a colour temperature between 4100K and 5000K.
3.1.2 The replacement devices must not consume more than 40 watts of power each.
3.1.3 The replacement devices must use a medium bi-pin connector to connect into the existing fluorescent fixtures.
3.1.4 The replacement devices must be four feet in length.
3.1.5 The replacement devices must be tubular in shape.
3.1.6 The replacement devices must have an average rated life of at least 20000 hours.
3.1.7 The replacement devices must be capable of operating between -40oC to 71oC (-40oF to 160oF).
3.1.8 Materials that are considered toxic, carcinogenic, or otherwise injurious must not be used without necessary safeguards.
3.1.9 Asbestos must not be used in the design or construction of the replacement devices.
3.1.10 The replacement devices must be self-ballasted.
3.1.11 The replacement devices must be dimmable using the aircraft’s pre-existing variable resistor (rheostat).
3.1.12 All product information displayed on the replacement device must be in both French and English. Translation can be provided by the Technical Authority (TA), if required, prior to delivery.
3.1.13 All replacement devices must be COTS assemblies certified as airworthy against MIL-STD-461, MIL-STD-810, and either Canadian, United States of America, or European aviation standards listed in paragraph 5.2 below.
4. Background
4.1 The CC177 Globemaster III is a strategic airlift asset primarily used to transport large sizes and weights of cargo. The cargo area requires illumination to enable pre-flight and post-flight inspections by loadmasters and aircraft technicians; provide adequate lighting for cargo loading/unloading; and, provide illumination during flight to enable safe transit through the cargo area during appropriate phases of flight.
4.2 The current cargo illumination system uses twenty light fixtures containing four T10 diameter four-foot fluorescent bulbs (for a total quantity of 80 bulbs per aircraft). Fluorescent bulbs are being phased out in many western countries, Canada included, necessitating their replacement with newer technology.
4.3 A complete redesign of the existing lighting system is considered undesirable due to a higher cost and effort to modify the aircraft. A commercial off-the-shelf self-ballasted drop-in replacement is the preferred option for expediency and cost considerations.

7. Justification for the Pre-Identified Supplier
Hoffman Engineering LLC is the only known supplier of COTS T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling suitable for use in the CC177 Globemaster III.

10. Period of the proposed contract or delivery date
Eighty (80), COTS and ready-to-use, T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling systems that conform to the specifications of this ACAN. In addition to the initial purchase, there will be options which include: Option 1, three hundred and twenty (320) T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling; and Option 2, forty (40) T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling. The T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling must be delivered to:

As the current T10 fluorescent bulbs and associated ancillary equipment are increasingly obsolete, all effort should be made to have the initial purchase of all eighty (80) T8 or T10-diameter four-foot LED lighting devices and any ancillary equipment/cabling/connectors/tooling delivered by 17 January 2025. The options are expected to be exercised within twelve (12) months from contract award, with delivery no later than (30) thirty days following the options being exercised. If not possible, a minimum of one hundred and sixty (160) kits must be delivered within 30 days for option 1. All kits must be delivered sixty (60) days following the options being exercised.

Suppliers who consider themselves fully qualified and available to provide the goods and services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The closing date and time for accepting statements of capabilities is 16 December 2024 at 14:00 EST.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The DND file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
