OVERVIEW: Notice is hereby given that British Columbia Ferry Services Inc. (“BC Ferries”) is direct awarding Surge Oilfield Solutions Ltd. a contract to provide sea water cooling piping replacement.

Surge Oilfield Solutions Ltd. will provide the following service:
 To supply and install seawater cooling piping replacements in 11 areas on the main engine and 10 areas of the auxiliary engines aboard BC Ferries vessel Queen of Cowichan (the “Services”).

CONTRACT DETAILS & TERM:
 The contract has an estimated value of $900,000.00
 All work must be completed during the vessel’s designated refit period in Q4 2023.

BC Ferries has chosen not to process a competitive process for the following reasons:
 British Columbia Ferry Services Inc. conducted a competitive bidding process (RFP 08- 06-2022) in September 2022 to request for the sea water cooling piping replacement for BC Ferries vessel Queen of Oak Bay.
    o Under RFP 08-06-2022, section 1.1, BC Ferries reserves the right to direct award contract with the similar scope of work to the successful proponent, and Surge Oilfield Solutions Ltd was the successful proponent of the bid, and
     o Prior competitive bid experience indicates that there is no other vendor in the market place who provides the Services.

If vendors wish to contest this decision, they are required to submit a written objection to Coralie Wong, Purchasing Agent, via email no later than 2:00:00 P.M. Pacific Time on June 1, 2023. BC Ferries will carefully review all received objections and give proper consideration to each one.
