1. This Request for Proposal is open to all interested vendors.
2. Summary Description of Procurement: The City requires a supplier capable of providing the Supply, Delivery, Implementation, Maintenance and Support of an online learning catalogue that can be integrated with existing technology, such as a learning management system or Microsoft teams. Proposed solutions may incorporate a wide variety of online courses and training in a micro learning format. This scope of work will be completed in two phases:
Phase 1 – PoC and Implementation of proposed Solution
• CPS requires a Supplier with the ability to provide a solution that can commence with the POC within 2023 with implementation to follow.
Phase 2 – ongoing Maintenance and Support of Solution
• This phase will commence upon successful implementation and will be required for a maximum of eleven (11) years to maintain the implemented solution.

3. “This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.”
4. Agreement term: The Agreement for Phase One will be for an initial term of up to three (3) years. Phase One of the Agreement will also include a Proof of Concept (PoC) phase of approximately sixty (60) days. The PoC will consist of testing in a controlled live environment for both internal and external users and for the entire system processes from creation to audit and reporting. The agreement may be renewed to facilitate ongoing maintenance and support outlined in Phase Two for a period of three (3) years. This term may be renewed for two (2) additional three (3) year term, not to exceed a maximum of twelve years (12) for both Phase 1 and 2.
