The Pool facility condition assessment will provide information on the current condition of the existing pool and pipe infrastructure, with particular focus on the concrete’s condition and remaining useful life, and the necessary information for the Town to determine its options and potential next steps regarding the future of the infrastructure.
A. Facility Evaluation:
1. Conduct a kickoff with staff to discuss:
a. the goals of the project, timeline, and parameters of project.
b. gain insights to conditions, challenges, concerns and expectations.
2. Collect and review available existing information including available plans, studies, reports, aerial photos, maps and other information.
3. Evaluate the existing construction, structural and mechanical/electrical systems with an analysis of such problems that might exist that shall require long or short-term attention.
4. Review pool area for conformance with applicable building, fire and other code-related regulations and recommend any solutions if applicable.
5. Evaluate all major pool facility systems and rate based on overall integrity, probable useful life and need of replacement. Systems and equipment shall be rated using evaluation criteria that includes present overall condition, age, effectiveness, efficiency, safety, code compliance as per year constructed, spare capacity, availability of spare parts.
B. Facility Condition Assessment and Asset Management Profile:
Prepare a Nanton Swimming Pool Facility Condition Assessment that will include, but not be
limited to, the following:
1. Written condition analysis for each facility component (priority being concrete and pool surface integrity); and
2. Findings based on the condition of each facility component; and
3. Recommendations on repairing, maintaining, or replacing each facility component; and
4. Develop capital budgets for each recommendation and the impact of such work on the pool infrastructure’s projected useful life and cost of further funding asset depreciation. These budgets must be reported in a manner so the decision-makers can consider priorities and potential phasing.
C. Presentation of Assessment:
1. Attend one (1) Council or Committee of the Whole meeting to present the final facility condition assessment.
NOTE: If consultant availability for May is limited, project could be awarded for Fall 2023 or spring 2024.
