Public Advertisement for an Expression of Interest (EOI)
INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) AS TO THE AVAILABILITY OF SPACE FOR LEASE IN THE CITY OF MONCTON/DIEPPE, NEW BRUNSWICK FILE NUMBER 81002272
Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
a lease term of approximately ten (10) years, commencing on or about May 1, 2024, plus option to extend the lease for one (1) additional period of five (5) years each;
approximately 692 usable square metres (um 2 ) of contiguous office, 146.6 um 2
of contiguous garage and 48 um 2
of contiguous exterior compound space;
seven (7) reserved parking spaces;
buildings located in flood plains will not be considered;
the proposed space must have commercial or municipal parking located no more than 500 metres walking distance to the building entrance closest to the potential office space. Walking distance shall be calculated using sidewalks and crosswalks. If either of the above requirements cannot be achieved then an additional three (3) spaces is required for visitor parking and one (1) of these spaces shall also meet the Real Property Accessibility requirements for persons with disabilities;
the proposed space must be available approximately 32 weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;
the proposed space must be located in the City of Moncton/Dieppe and within the following boundaries (the geographical boundaries include sites on either side of the roads):
Starting at the intersection of Granite Drive and Route 490, follow Granite Drive towards Route 115.
Turning right onto Route 115, follow Route 115 / Elmwood Drive towards Lewisville Road.
Turning left onto Lewisville Road / Route 134, follow Route 134 onto Paul St towards Route 106.
Turning left onto Champlain Street/Route 106 to Acadie Avenue
Turning right onto Acadie Avenue then onto Amirault Street (Route 106), towards Melanson Road.
Turning left onto Melanson Road, follow Melanson Road towards Arsenault Road, follow Arsenault Road until the end and turn-around and follow Arsenault Road towards Route 132, turning Right onto Route 132 / Champlain Street
Follow Route 132 / Champlain Street towards Dieppe Blvd, take a right onto Dieppe Blvd.
Follow Dieppe Blvd, take HWY 15-E (Veteran’s Memorial Highway) turning right on onto NB-15 E to Moncton, take exit 19A onto Trans-Canada HWY / NB-2 W
Continue on Trans-Canada HWY / NB-2 W, exiting onto Harrisville Blvd (exit 462). Follow Harrisville Blvd towards Commerce Street.
Taking a right at Commerce Street, follow Commerce Street taking a left onto Frenette Avenue.
Follow Frenette Avenue towards Caledonia Road, turning left onto Caledonia Road.
Follow Caledonia Road, towards Elmwood Drive/ Route 115, taking a right onto Elmwood Drive.
Follow Elmwood Drive to Granite Drive, turning left onto Granite Drive until you reach the starting point.
the proposed space may be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria:
the proposed space must be contiguous on one (1) floor at ground level;
the proposed space must be capable (as determined solely by PWGSC) of meeting the intended user’s internal design requirements;
the proposed space must not be located next to a school, daycare, methadone clinic, health services office, homeless shelter, pub, bar or nightclub;
the proposed space must be configured to ensure all visitors use one (1) single common main entrance and a secondary entrance for employees;
the proposed space must have a public transit stop within 500 metres of the buildings main entrance;
the proposed space must have acceptable space for the installation of bicycle racks;
The proposed space must have a 3530mm x 1422mm
exterior space to allow for installation of a generator;
A turning radius area of 20 meters shall be provided for the vehicles in front of the overhead garage doors sufficient to back-in a vehicle in front of the overhead door(s). The turning radius is for the exclusive use by the lessee and is not intended for parking of vehicles and or storage of equipment by anyone other than the lessee. Drive-in access shall be provided from the turning radius through the overhead door into the garage area at ground level;
A turning radius area of 20 meters shall be provided for the vehicles in front of the compound space;
The Lessor shall provide garage space consisting of two (2) garage bays, for the sole purpose of storing and maintaining two (2) special purpose vehicles. Floor loading capacity specs are located in section 1.16.1 of the PWGSC’s
Standards for Leased Accommodation
and provided upon request.
The proposed garage space shall consist of two (2) overhead and shall be at least 4268mm wide and 5000mm high;
The proposed space must have a have the following minimum ceiling heights:
Garage Space shall be greater than 5000 mm and able to accommodate overhead door heights.
Office Space shall be minimum 2440 mm, to a maximum of 3050 mm, measured from the top of the finished floor to the underside of the suspended ceiling. The minimum height from the top of the finished floor to the underside of a bulkhead is 2440 mm.
the physical characteristics of the land and building and the area and environment surrounding it, including neighboring land uses, should be compatible with PWGSC’s and/or the intended users intended use of the accommodation;
PWGSC may not consider spaces or building that do not provide an acceptable configuration , are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety and/or security requirements or not currently properly zoned;
on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s
Standards for Leased Accommodation , a copy of which may be obtained from the contact listed in Section F.
Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandatories should provide their response by June 15, 2022. Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or mandatories of interested parties should include

specific location of space within the building
measured area of space
architectural drawings identifying the proposed space with washrooms, exits and other design elements
private/public parking facilities
details addressing the criteria listed above in Section A.
Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the at the “Reliability” level, approved and granted by the Contract Security Program (CSP) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PWGSC at

This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
