This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
Agreement
Unless specified otherwise elsewhere in the Information Table under Agreement(s),Terms, Renewal and Proof of Concept(PoC), it is The City’s intention to enter into an Agreement with only one (1) legal entity. The Agreement may include a PoC for a period to be specified in the Information Table. The term of the Agreement will be (i) for so long as it takes to perform the Deliverables and honour any warranties if there is no term specified in the Information Table OR (ii) for the term specified in the Information Table. If indicated in the Information Table and agreed to by the parties, the Agreement may be renewed for the period of time specified in the Information Table on the same terms and conditions, including price, unless otherwise specified or agreed by the parties. Other agreement(s) related to the use or maintenance and support of any of the Deliverables may also be negotiated and executed on behalf of The City.
Acquisition and Processing of LiDAR for The City of Calgary - RFP 21-1686
SUMMARY:
The City of Calgary requires a firm to obtain high resolution Light Detection and Ranging (LiDAR) for the entire City of Calgary area in Spring 2022, and Spring 2026, Growth areas only in the fall of 2024, and the six Waste and Recycling Landfills each Fall from 2022 to 2027.
The primary deliverables on this contract will be the LiDAR point clouds and digital elevation models (DEM), including all breaklines captured. The classified point clouds and derived DEM should be composed of the original non-interpolated LiDAR data.
The goal of obtaining LiDAR elevation data is to provide high-accuracy elevation information that can be used in engineering applications and to provide a base for many derivative products. The 3D buildings extraction will only be required for new/demolished/changed structures within the LiDAR capture area. This LiDAR data will be used for: 3D buildings extraction, vegetation studies, impervious surface classification, line of sight analysis, view-shed analysis, simulation of new buildings, security, intelligence, tree registry, solar radiation and shadow study.
Background
Over the past few years, LiDAR systems have been established as a leading technology for rapid collection of high density 3D point cloud. The advent of these systems has reduced the cost and increased the availability of accurate 3D data for diverse applications such as terrain mapping, transportation planning, emergency response, 3D city modeling, heritage documentation, forest mapping, flood hazard mapping and coastal management. The successful Proponent of this contract is intended to provide dense LiDAR data over the city to satisfy The City’s needs regarding the above applications.
The role of CAI is to provide geographic data and solutions to various Business Units within The City of Calgary. Accurate elevation data has become increasingly important to a modern Geographic Information System (GIS) and with proper elevation data, GIS software is able to perform complex analyses and modeling to support many different disciplines. More specifically, GIS provides a unique platform for visualization of data and analysis, and many modern software programs have expanded into three dimensions, using elevation data as a base for 3D visualization.
In many cases, spatial data in 3D provides a higher technical value and can be much more compelling than traditional 2D maps.
CAI has been acquiring LiDAR since 2012. LIDAR derived products and services have been used extensively across the corporation for engineering and planning projects.
The City intends to enter into one (1) Agreement for the provision of the Deliverables.
The Agreement will be for a Term of one (1) year.
