Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
Please refer to SI06 Submission of Bid for additional details. Bidders should also note the requirements set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security.
A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable.

COVID-19 VACCINATION REQUIREMENT AND CERTIFICATION
This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. All Bidders must provide with their bid, the COVID-19 Vaccination Requirement Certification attached to this bid solicitation (Appendix 4).
This Certification incorporated into the bid solicitation on its closing date is incorporated into, and forms a binding part of any resulting Contract. Failure to complete and provide the COVID-19 Vaccination Requirement Certification as part of the bid will render the bid non-responsive.
PROJECT SCOPE OF WORK:
Public Works and Government Services Canada (PWGSC), Real Property Branch requires a qualified general contractor to carry out construction of a Dairy Barn complete with dairy operations equipment and supporting infrastructure and utilities at the Correctional Service of Canada (CSC), Joyceville Institution, located on Ontario Highway 15, near Joyceville, Ontario.
This Work shall be in accordance with the three part specifications for Project No. R.100644.001 Joyceville Institution Construct Cow Barn and Manure Tank and the associated Drawing sets 1 and 2.
The work includes but is not limited to: a large purpose built dairy cattle barn including office spaces, a manure holding tank, livestock holding areas, parlours, nurseries, refrigerated milk storage, and other ancillary spaces.
The dairy cattle barn will be approximately 3,100 m2
and is designed to accommodate a milking herd of approximately seventy (70) cows.
Also included are: an extension to fire water line and hydrant system, a stand alone sanitary sewer line and septic field system, potable water wells, distribution lines and treatment equipment, a natural gas fueled backup power generation system and controls, access roads, earthworks and surface drainage structures, area/street lighting, concrete walkways, and landscaping.
Work conditions are restrictive in that work will be delivered adjacent to a medium security federal penitentiary and this site is potentially subject to worker security screening, limited access times, and
unforeseen interruptions.
The Work, and contractor’s associated activities will be preceded in all instances with the contractor installing and maintaining temporary security measures, safety barriers, alternative access, and Environmental Impact Mitigation Measures per legislated standards, and in accordance the sets of Specifications and their respective sets of Drawings.
CONSTRUCTION TIME
The Contractor must perform and complete the work eighty (80) weeks from the date of notification of acceptance of the offer.
OPTIONAL SITE VISIT
There will be a site visit on Tuesday, December 14, 2021 at 13:00 hrs EST (1:00 p.m. EST).

CSC requires Bidders to provide PWGSC with their visitors names at least forty-eight (48) hour prior to arrival on site. CSC reserves the right to refuse access to individuals for whom names were not provided with adequate prior notice.
Visitors must provide proof of COVID-19 vaccination on arrival.
Identification MUST be brought to the site meeting otherwise there will be no access.
Visitors’ cell phones will be permitted on the south site only and are otherwise to remain secured in visitor vehicles.

COVID-19 Precautions

will be passed around). 6. Avoid social greetings (e.g. shaking hands). 7. This site visit is subject to the COVID-19 Vaccination Policy for
Supplier Personnel. The person(s) who attend must be fully vaccinated
against COVID-19 with a Health Canada-approved COVID-19 vaccine(s),
or, for personnel that are unable to be vaccinated due to a certified
medical contraindication, religion or other prohibited grounds of
discrimination under the Canadian Human Rights Act, subject to
accommodation and mitigation measures that have been presented to and
approved by Canada. Bidders must complete the certification found in
the solicitation under Section 6 of SI03 Optional Site Visit. 8. All representatives attending the site visit must show proof of
vaccination at the time of the site visit to enter the Institution
and to attend the site visit.
