Description

The Talent Acquisition and Job Classification Services VOR RFB primarily focuses on requirements for staff-level positions of the talent acquisition continuum, from talent planning through to onboarding. The job description writing and classification Service Category will apply to all types of roles.

The objective of the Talent Acquisition & Job Classification RFB is to develop a VOR arrangement for the following:

- Delivery of talent acquisition services for staff-level positions for all stages of the continuum; from labour market intelligence analysis, to the onboarding of staff and post-hire evaluation assessments; and 

- Delivery of job description writing and job evaluation services for all position types, from staff, management and Executive positions. 

The Talent Acquisition and Job Classification Services VOR is intended to replace the 2015 Recruitment Services VOR OSS_00470082, which will expire in May 2021.

The RFB includes new Service Categories, as well as refinement of existing VOR requirements. Recruitment Services VOR OSS-00470082 service categories 7. Executive Talent Search and 8. Deputy Minister Search requirements will be addressed in the (new) Leadership Talent Services VOR Tender_14107, Service Category 1. Executive Talent Searches and 2. Management Talent Searches.
Scope of Work
Bidders may bid on one (1), some or all of the six (6) Service Categories:

1 ) Talent Planning & Sourcing

2 )Talent Screening

3) Talent Assessment

4) Talent Onboarding

5) Talent Acquisition Process Evaluation

6) Job Description Writing & Job Evaluation

Where a bidder submits RFB bids on Service Categories 1. through to 4. and becomes an awarded vendor for these four (4) categories, the vendor will be eligible to provide services on large scale recruitment projects as an “End-to-End Vendor” through the Request for Services process.

Multiple vendors will be awarded by Service Category.

This VOR arrangement will be made available to all ministries covered by the Ontario Public Service (OPS) Procurement Directive, regardless of value and, on an optional basis, to Non-OPS Entities.

Note: The Leadership Talent Services VOR RFB Tender_14107 will be issued in February 2021 as well. This other RFB will primarily focus on management and executive talent search and leadership career life-cycle services used for talent planning, selection, assessment and coaching. Please use reference number and RFB title to locate this separate RFB on the OTP.
