FARO Focus 30 scanner / accessories
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence has a requirement for 1 FARO Focus 3D scanner including training for up to six people.
3. Criteria for assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
The supplier must provide:
a)
Laser Scanner with the following minimum specifications:
1.
3D position accuracy of +/- 2mm at 10m, +/- 3.5mm at 25m;
2.
Capable of speeds up to 900,000 points per second;
3.
Minimum uninterrupted field of view of 360 degrees x 300 degrees;
4.
Small to large scale range: 0.6m to 350m;
5.
Must be a sealed unit hardened from the environment (dust, debris
contamination, moisture, etc.);
6.
Onboard storage of at least 80GB;
7.
Must have built in inclination sensor;
8.
Must have a touch screen display for direct control;
9.
Built in camera system for colorization of point clouds. Minimum
165 megapixel for colorization quality;
10. Full 360° high resolution colorized scans shall be achievable
within 20 min;
11. Weight: no more than 4.5kg;
12. Must have remote operability via wireless device (wireless device
to be included);
13. Must be capable of being mounted in any orientation;
14. Battery powered (min. 5hr. capacity);
15. Extra Battery and charger;
16. Light tripod; Four adjustable legs; Carbon Fiber;
Must be useable
with a Carbon Fiber Quick Release tripod adapter;
17. Must be useable in temperatures between 10
100 degrees F;
18. Must come with a removable heat protection cover to keep scanner
from overheating in hot environments;
19. Must use phase modulation technology vice time of flight
technology; and
20. Must come with a transport case to hold the scanner and its
accessories.
b)
Station and softwares must have the following features:
1.
Station must be portable;
2.
Automatic registration of standard surveying targets and spheres;
3.
Automatic feature recognition for aligning scans;
4.
Ability to use standard geometric shapes as defined by selectable
areas of point clouds for aligning scans;
5.
Capable of communicating with the scanner and survey robotics
simultaneously (Trimble Robotic Station);
6.
Capable of automatically registering point clouds by communicating
with the survey system (Trimble Robotic Station);
7.
Capable of importing .dxf and .igs .fls and .psl formats;
8.
Capable of exporting in .dxf, .igs, .pts, VRML, .avi (movie) and
jpg (pictures) formats;
9.
Capable of filtering erroneous points, editing point clouds, and
adjusting point density before export (user variable);
10. Capable of exporting to both Geomagic and Polyworks software
formats;
11. Must be useable with existing Faro Laser Scanner S120;
12. Must be able to process/read scanning results taken/saved by the
Faro Laser Scanner S120;
13. All software licences must include minimum 1 year of maintenance;
and
14. Transport case
c)
Training:
Must be off-site; within 30 Km of 45 Sacré-Coeur Blvd, Gatineau, QC; and must consist of:
1. Minimum 1 day of training for up to six people;
2. Hardware familiarization; operational aspects and general theory
of operation;
3. Hands-on scanning project; and
4. Software basics, analysis and output.
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
Agreement on Internal Trade (AIT) North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
The only known supplier of Faro Focus S350 Scanner meeting all the above required technical specifications is Cansel Survey Equipment Inc. For this reason, it is proposed to negotiate this requirement with Cansel Survey Equipment Inc.
6. Eclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the:

7. Period of the proposed contract or delivery date
The final delivery of the equipment must be on October 26th 2018.

9. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
10. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is September 25th, 2018 at 2:00 p.m. EST.

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
