Description

Range Road 7-3A (River Road) is a local County road just west of the North Saskatchewan River and just west of the town of Rocky Mountain House. River Road is approximately 4.28 km and stretches between Highway 11A to the south and Highway 11 to the north. In 2021 an intersection was built on Highway 11A and 340m of road heading north. This RFP is for the remaining approximate 3.94km of Range Road 7-3A that requires re-grading work.
Recent traffic counts indicate this road has approximately 425 vehicles/per day traveling it. This re-grading work is in preparation for a future base/pave of this road, which will be handled in a separate contract.
Along Range Road 7-3A are numerous land users: the North Saskatchewan River Park, numerous acreage owners, a fish pond, farmland, and a campground.
The following work has been completed on this project recently and this information will be given to the successful Proponent after award of the contract, for use at their discretion:
• River Migration Desktop Study – concluded that the western back on the North Saskatchewan River has been relatively stable since 1950.
• Qualified Aquatic Environmental Specialist Assessment Report – defined watercourses and wetlands present, potential impacts, and possible mitigation measures.
• Preliminary engineering:
o Preliminary topographical survey.
o Soil logs.
o Utility locates and hydrovacing of utility location and depth.
o Preliminary road design plans.
o IOPs and backsloping plans.
• Clearwater County master crossing agreements for utilities on this project.
