It is Island Health's intention to establish contractual relationships with Vendors of Record that can offer Island Health the strongest combination of service capability, specialized skills, capacity, commitment and pricing. Island Health is interested in engaging vendors that can provide a range of resources with a variety of skill sets and project experience.  Where Island Health identifies project requirements beyond its internal capacity, it will utilize Vendors of Record to: Expeditiously acquire, as needed, resources with the required skill sets appropriate to each project assignment; Provide Island Health with a reasonable expectation of competitive value for the work assigned; Provide opportunities to gain value added benefits that go beyond the limits of any particular project engagement including local Victoria or Vancouver-based resources, and rebates for consulting and other products based on volume purchases.
