NOTICE OF INTENT TO AWARD ANALYTICAL CONSULTING SERVICES
Notice is hereby given by the City of Abbotsford of its intent to award an Analytical Consulting Services agreement to DarkHorse Analytics (DHA) effective July 16, 2021. The initial work will include a Revision of the fire station location analysis that was originally completed by DHA in 2017. This revision is expected to be completed in 2021. The City of Abbotsford intends to contract for ongoing analytical services via the DHA online portal which is an annual subscription basis, for a period of up to five years.
Background
The City of Abbotsford originally retained the services of DHA to conduct a Station Location Review in April of 2017. This document is a key component of the current Abbotsford Fire Rescue Service Master Plan published in June of 2018. Community growth and the corresponding increase in call volume has dated the Station Location Review. Due to the past work history, DarkHorse Analytics is familiar with the dynamics of the City of Abbotsford and the Abbotsford Fire Rescue Service (AFRS).
Direct Contract Award
The City of Abbotsford intends to retain the services of DarkHorse Analytics to revise the existing Station Location Review as well as provide ongoing analytics via a secure web based portal. The ability to refresh and then maintain live analytics over time, provides the AFRS with the ability to analyze current operations and project future demands for services. Utilizing a consultant that is familiar with the community also provides the ability to examine historical data and project future needs in a consistent manner. The estimated value of the initial consulting and ongoing subscription for up to five years, would be approximately $130,000.
Notice of Objection
Consultants with specific expertise in spatial and data analytics for fire departments, wishing to object to this notification must email their objection by July 5, 2021, no later than 2:00 pm, local time to:

Service providers objecting must provide specific reasons for their objection, along with a statement of their qualifications, eligibility, and ability to provide services of the same or better quality, within the required time frame, as these will be the key criteria with regard to the consideration of the service provider's objection.
