The services (the “Services”) are professional Prime Consulting services as required with respect to the design and construction administration of the Project. The Services are outlined in the Appendix ‘F’ and listed as following:
1. Acting in the capacity of a Prime Consultant (Mechanical) including engaging the services of all required sub-consultants (excepting a Vancouver Coastal Health (VCH) retained Professional Quantity Surveyor) to complete the project as described in this project overview and information. All consultants must be selected from prequalification lists. Code consultant services are to be part of the scope of work/fees provided by the Prime Consultant. These services may be in house or sub-contracted at the Prime Consultant’s discretion. The Prime Consultant shall work in conjunction and cooperation with the other Consultants related to the project on a reasonable basis. The team will undertake a full investigation on the existing Structural, Mechanical and Electrical systems and ascertain design requirements to meet the current healthcare operating and maintenance standards. VCH design sign off is required at each phase of the project. Notwithstanding, the Prime Consultant shall synthesize and incorporate the findings of all Consultants related to this project.
2. All future work beyond Construction Documents is subject to the Authority or Ministry of Health approvals.
3. The Authority reserves the right to terminate or negotiate the contract at the end of Construction Documents.
4. The following components are included, but not limited to all work to be completed and managed by the successful Proponent. • User group meetings, site meetings and site visits/walkthroughs as required, are included as part of the services at each phase/stage. Travel time to attend meetings is to be factored in the fixed fee;
• Stakeholder group introductory discussions;
• Chiller Program Review and Confirmation;
• Building infrastructure assessment and reports including code review, compliance and propose building code equivalencies if required;
• Record and distribute minutes of meetings with User Group and the Project Consultant Group. Minutes must be provided to the VCH Representative within three (3) working days;
• The Consultant shall prepare monthly project progress reports as well as project reports for the following stages:
- Design Development
- Contract Documents
- Contract Administration
- Project Close-Out
- Post Occupancy (one year review)
• The Consultant shall issue DD package for Class C estimate and Business Case approval with Ministry of Health
• The Consultant shall issue progress drawing for review for the following stages:
- Design Development – 90%
• Prepare a project schedule as a detailed Gantt Chart listing all project phases, milestones, reviews, meetings and activities. The project schedule will:
o Show the critical path activities
o Be maintained with progress to date and adjustments required maintaining the projects on time delivery
o Show all activities from the commencement of the project to final warranty review. All major and critical aspects of design, construction and commissioning activities are to be shown;
• Following the preparation of the initial project schedule, the schedule shall be updated on a monthly basis. Schedule development and monitoring;
• Permit applications;
• Submit hardcopy (as required) and electronic copy of the Design Reports, in both .PDF format and original source files, at each phase/stage of the project, including drawings in latest release AutoCAD format, to enable sign-off and acceptance of the documents by the appropriate group; • Prepare front end tender documents for bidding purposes;
• Prepare and present materials and finishes for review and approval;
• Manage design process so that it is within the budget allocated;
• Coordinate and liaise with the authorities having jurisdiction to acquire all permits & fees for the project. Costs will be reimbursed by the Health Authority;
• Coordination with Architect, Electrical, Structural and Acoustic Consultants;
• Coordination with Equipment Vendor as required;
• Coordination with Quantity Surveyor to obtain Class C estimate report
• Tendering and Award, attend contractor walkthrough, address contractor inquires and prepare addenda as required, assist with vetting of bids and prepare bid evaluation form;
• Preparation of Construction Contract;
• IFC Drawing coordination and issue;
• Construction Contract Administration;
• Commissioning and Occupancy;
• Project Close Out;
• Review of Contractor’s As-Built Drawings;
• Provide Record drawings as per FSS Drawing Standards & Requirements in digital format and hard copies;
• Provide owners operations and maintenance manuals in digital format and hard copies;
• Year-end warranty review on site tour with GC to validate any outstanding warranty issues;
