Description of Procurement
This Request for Supplier Qualifications (“RFSQ”) is issued to augment Ryerson’s current Vendor of Record for General Contractors Category D: Mechanical General Contractor Services, Projects under $2 million and Category E: Electrical General Contractor Services, Projects under $2 million..
The RFSQ is an invitation to prospective Proponents for submissions indicating their organization’s capability, experience and resources to provide general contracting services to Ryerson, as further described in Section 3 - Deliverables.
The augmentation RFSQ will be comprised of the following two (2) Categories, and Ryerson intends to pre-qualify the corresponding maximum number of the highest scoring Proponents who meet the Mandatory Requirements and minimum threshold score of Qualitative Evaluation:
Category D: Mechanical General Contractor Services, Projects up to $2 million (up to one (1) awarded Contractor)
● Projects under Category D require general contractor services for mechanical Projects with budgets up to two million dollars ($2,000,000). Projects under Category D may include reconfiguration, alteration, deferred maintenance, demolition and construction, and/or upgrade to a portion of, or entire mechanical systems at Ryerson. See Section 3.29 for more contract details.
Category E: Electrical General Contractor Services, Projects up to $2 million (up to three (3) awarded Contractors)
● Projects under Category E require general contractor services for electrical Projects with budgets up to two million dollars ($2,000,000). Projects under Category E may include reconfiguration, alteration, deferred maintenance, demolition and construction, and/or upgrade to a portion of, or entire electrical systems at Ryerson. See Section 3.29 for more contract details.
Proponents may submit Proposals for one (1) Category, or two (2) Categories. Ryerson will evaluate and award each Category independently.
Ryerson intends to execute an agreement in the form of VOR Agreement, as provided in Appendix B of the RFSQ.
The procurement may involve negotiation.
An electronic auction is not anticipated.
Address and Final Date for Submissions
Submissions must be submitted electronically at http://ryerson.bonfirehub.ca on or before August 18, 2021, 11:00:00 a.m. Toronto Time.
The submissions will not be opened publicly.
Conditions for Participation
The procurement is subject to the following conditions for participation:
- Mandatory Submission Requirements:
- File #1 - RFP Appendix ‘A’ – Proponent Acknowledgement Form (Proponents to submit one (1) file regardless of how many Categories they submit to); and
- Scored Submission Requirements:
- File #2 – (optional for Stage 2) Bonding Requirement (Proponents to submit one (1) file per Category, up to a maximum of two (2) files).
- File #3 - Company Information (Proponents to submit one (1) file regardless of how many Categories they submit to;
- File #4 – Health and Safety (Proponents to submit one (1) file regardless of how many Categories they submit to);
- File #5 – Sustainability Practices (Proponents to submit one (1) file regardless of how many Categories they submit to);
- File #6 – Social Responsibility (Proponents to submit one (1) file regardless of how many Categories they submit to);
- File #7 – Proponent Team Members (Proponents to submit one (1) file per Category, up to a maximum of two (2) files); and
- File #8 - Project Based Experience (Proponents to submit one (1) file per Category, up to a maximum of two (2) files).
This procurement is subject to the following trade agreement(s):
- BPS Procurement Directive (BPS)
- The Canadian Free Trade Agreement, Chapter Five (CFTA)
- Canada-European Union Comprehensive Economic and Trade Agreement (CETA)
- The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9
Contract Details
The term of the Final Agreement is inline with the current VOR Agreements, expiry March 31, 2024.
